"This paper elaborates an empirical analysis of labour force characteristics associated to environmental sustainability. Using data on the United States we compare green and non-green occupations to detect differences in terms of skill content and of human capital. Our empirical profiling reveals that green jobs use high-level abstract skills significantly more than non-green jobs. Moreover, green occupations exhibit higher levels of education, work experience and on-the-job training. While preliminary, this exploratory exercise calls attention to an underdeveloped theme, namely the labour market implications associated with the transition towards green growth."

"Combating climate change will increasingly impact on production industries and the workers they employ as production changes and consumption is targeted. Yet research has largely ignored labour and its responses. This book brings together sociologists, psychologists, political scientists, historians, economists, and representatives from international and local unions based in Australia, Brazil, South Africa, Taiwan, Spain, Sweden, the UK and the USA. Together they open up a new area of research: Environmental Labour Studies.

The authors ask what kind of environmental policies are unions in different countries and sectors developing. How do they aim to reconcile the protection of jobs with the protection of the environment? What are the forms of cooperation developing between trade unions and environmental movements, especially the so-called Red-Green alliances? Under what conditions are unions striving to create climate change policies that transcend the economic system? Where are they trying to find solutions that they see as possible within the present socio-economic conditions? What are the theoretical and practical implications of trade unions' "Just Transition", and the problems and perspectives of "Green Jobs"? The authors also explore how food workers' rights would contribute to low carbon agriculture, the role workers' identities play in union climate change policies, and the difficulties of creating solidarity between unions across the global North and South.

"Green jobs - good for the environment, good for the economy. But how do we assure that green jobs are also good for workers? The National Institute for Occupational Safety and Health (NIOSH), through the Prevention through Design Program, launched the Going Green: Safe and Healthy Jobs initiative to make sure that green jobs are good for workers by integrating worker safety and health sustainability. Green jobs, which have been defined broadly as jobs that help improve the environment and enhance sustainability, offer opportunities as well as challenges for workers. Examples of green jobs include manufacture, installation, and maintenance of solar panels and generators; construction and maintenance of wind energy turbines; jobs related to recycling; jobs related to the manufacture of green products; and jobs where green products are used in traditional fields such as agriculture, healthcare, and the service sector. In some instances, the hazards to workers may be similar to those in established industries. However, some green and sustainable practices may pose new health concerns for workers."

"Many governments worldwide are currently considering fiscal recovery packages to address the Covid-19 crisis. This column analyses the impact of past green fiscal stimulus on employment. Focusing on the American Recovery and Reinvestment Act after the Global Crisis, it finds that that the green stimulus was particularly effective in creating jobs in the long run, but not in the short run. Hence, while green stimulus packages are useful to reorient the economy and direct it onto a green trajectory in the longer run, they are less effective in restarting the economy quickly."

"In recent years, the concept of green jobs has been the focus of increasing attention from both policy and research circles. At the EU policy level, the green transition is seen as an opportunity to create jobs in existing and emerging economic sectors. The need for re- and upskilling workers to ensure a socially just green and digital transition is also increasingly being highlighted in the policy debate.
Despite this renewed surge in interest, partly propelled by the necessity to mitigate the impacts of the climate crisis as well as external shocks such as the Covid-19 pandemic and the Russian invasion of Ukraine, the notion of green jobs is not a recent one. A large number of different approaches to how green jobs can be defined and classified have been put forward in the past few decades. While these definitions and taxonomies display certain overlaps, often in terms of a focus on jobs in the Environmental Goods and Services Sector, key analytical differences compromise the comparability of assessments.
These differences along with gaps identified in existing definitions and frameworks have exposed the need to create a novel taxonomy for green jobs. Combining various elements of these approaches in a quantifiable, and thus practically applicable, manner, this report develops an integrated taxonomy based on four pillars: inputs, outputs, processes, and job quality. The use of different indicators to operationalise these pillars aims to enable more accurate assessments and comparison of case studies, to support policymaking in this area.
A number of different strategies and policies that incorporate green jobs elements have been launched, at the EU level as well as by Member States and internationally, in the past couple of years. In line with other recent policy developments, most of these initiatives focus on developing skills for the green transition. In addition, many strategies incorporate a social dimension to green jobs, aiming to ensure that vulnerable groups are protected in the green transition. Tackling the creation and retention of green jobs while phasing out brown jobs may profit from a more integrated approach that goes beyond skills, while also taking into account the greenness of work processes, outputs and supply chain inputs, as put forward by this report."

"The green transition will generate an enormous demand for workers. This paper reviews demand for, and supply of, skills relevant to the green transition in five countries in the Global South and five in the Global North. It focuses on the installation and maintenance workforce needed in two sectors: solar photovoltaic panels and heat pumps. It finds that in almost all of the 10 countries studied, supply of the necessary skilled workers is unlikely to meet demand. In particular, Global North countries, which must cut more emissions sooner, face challenges in obtaining sufficient workers against a backdrop of ageing populations. If green transition targets are to be met, migration is likely to be needed as a complement to domestic training and reskilling. Given that the shortage of green-skilled workers is global, however, migration must be accompanied by support for training and retaining workers at home."
