"Depuis 1945, de génération en génération, on vivait de mieux en mieux, en travaillant de moins en moins, grâce à un travail de plus en plus productif. C'est malheureusement terminé. Or à quoi sert le travail quand il ne permet plus d'augmenter son niveau de vie ? Antoine Foucher plaide pour un nouveau contrat social, fondé sur le travail, pour cesser de nous fracturer et redevenir maîtres de notre destin collectif. Ainsi qu'il le démontre, le travail est ce qui nous divise le moins : à condition qu'il nous permette de mieux vivre et de nous épanouir, c'est un bien désiré par le plus grand nombre et qui fait en même temps notre force collective. Tel est donc notre défi, inédit dans notre histoire : bâtir une société du travail qui ne reposerait plus sur l'obéissance ou la nécessité, mais sur la réalisation individuelle au service de biens communs.

"This report summarises how minimum wage rates for 2021 were set during 2020 – the year marked by the COVID-19 pandemic. It reviews the difficulties faced by national decision-makers and how they reacted to the challenges of the economic and social fall-out of the pandemic when making decisions regarding the minimum wage. It maps the extent to which minimum wages were referred to in COVID-19-related support measures. It discusses advances made on the EU initiative on adequate minimum wages and maps the reactions of the EU-level social partners and national decision-makers. The report is accompanied by two complementary working papers: one providing an analysis of developments for low-paid employees and minimum wage workers over the past decade; the other summarising the most recent research on minimum wages in EU countries, Norway and the UK."

"Statistical data show that on average almost one in every 12 workers in the EU is living in a poor household. This reality illustrates the gaps in the existing legal framework for protecting workers, particularly the most precarious ones, from poverty. The present contribution aims to identify some of the reasons for that. In so doing, we focus on atypical work —perceived as particularly problematic from an in-work poverty perspective — and specifically on the EU regulatory approach towards it, which heavily relies on the principle of equal treatment as a means to protect workers. The article engages with the question of whether the principle of equal treatment enshrined in the atypical work Directives is enough or, on the contrary, if it is failing in its declared intention to protect atypical workers. In its analysis as well as in its propositive part, this contribution builds on the findings of the research done in the H2020 Working Yet Poor research project.1 We engage in a critical assessment of the current EU Directives on atypical work, highlighting existing gaps, shortcomings, and challenges. This assessment shows the limits of the Directives in general and the principle of equal treatment in particular in combating in-work poverty. We therefore advance some regulatory proposals to implement the EU Pillar of Social Rights and further enhance the current EU approach to atypical work by rendering it better equipped to prevent in-work poverty."

"The permanent restructuring of the economy, exacerbated by the digital transition and combined with labour market dualization, is progressively increasing semi- and low-skilled workers' risk of marginalization. This article analyses how countries balance employment and equality concerns in core private services sectors and inquires the policy strategy that governments in Germany, France, Italy and Spain have implemented over the last two decades for workers 'at the margins'. The analysis encompasses multiple policy tools – skill upgrading, social benefits, incentives to reduce barriers to employment and wage regulation – and reveals varied trajectories. A common direction is followed by Germany and Spain, which have adopted policies to mitigate long-standing labor market dualism by implementing protective policies that aim at improving job conditions for low-wage and at-risk workers. France is stuck in its protective approach, focusing on job stabilization through subsidies without addressing the need for skill development, which limits long-term labor market mobility. Italy is exacerbating dualism by failing to improve job quality and training opportunities, leading to persistent low productivity and increasing in-work poverty."

"Single-parent families face unique challenges when it comes to in-work poverty. Without a second caregiver and earner, single parents have to compete with dual-earner couples for their position in the earnings distribution. Facing precarious employment and gendered wage inequality, single-parent families face a high risk to experience poverty even when they are working. This chapter presents empirical evidence on in-work poverty and inadequate wages in the policy context of 18 OECD countries. The impact of family structure, occupation, regulations of part-time work, paid parental leave, and various redistributive policies are examined. We distinguish three distinct patterns of performance in countries' approach to in-work poverty among single parents: A balanced approach of ensuring low inequality on the labor market combined with redistribution, an unbalanced approach of combating in-work poverty mostly through redistribution, and an approach in which high inequality on the labor market is compensated with redistributive policies only to a very limited extent. Countries that rely on a balanced approach to reduce inequality on the labor market, both with respect to class and gender, combined with an adequate level of redistribution, seem best situated for a durable reduction of poverty among working single parents."

"Both part-time and temporary employment have been shown to be associated with particular high poverty rates across Europe. Yet, theoretical arguments as to why this is the case remain scarce. Given the multifaceted nature of in-work poverty, the main aim of this chapter is unravel the different mechanisms that either cause or potentially limit the poverty risk of both groups of atypical workers. The results indicate that both groups are unable to secure a decent income to maintain themselves, not to mention their inability to sustain a family. However, their poverty risk remains remarkably limited when we take all income sources into account. We find that temporary and part-time workers tend to be protected against poverty differently. Government transfers are particularly important for temporary workers as they partially compensate periods out of work. Part-timers are more likely to rely on the earnings of other household members to avoid poverty, but with important differences across countries."

"L'articolo mette in luce dinamiche e determinanti dei rischi di basso salario individuale e di povertà nel lavoro in Italia tra il 2002 ed il 2012. I dati Banca d'Italia indicano un aumento della quota di lavoratori a basso salario, una netta stratificazione dei rischi (in termini di genere, livelli d'istruzione, posizione nel mercato del lavoro) e una loro crescente concentrazione a danno delle coorti più giovani. Si evidenzia inoltre la difficoltà di uscire, una volta sperimentatili, dagli episodi di basso salario, ancor più a seguito della crisi di fine anni Duemila. Quanto al legame tra bassi salari individuali e povertà nel lavoro misurata relativamente ai redditi familiari, si mostra come al di là dell'accumulazione di condizioni di svantaggio sperimentate dai singoli membri della famiglia in termini di bassi salari e contratti di lavoro non standard, i maggiori rischi si palesino tra le famiglie monoreddito e a bassa intensità di lavoro. Il quadro complessivo suggerisce come in Italia si stia producendo un incremento della diseguaglianza, tanto in termini intergenerazionali quanto tra diverse tipologie familiari."
