"Both part-time and temporary employment have been shown to be associated with particular high poverty rates across Europe. Yet, theoretical arguments as to why this is the case remain scarce. Given the multifaceted nature of in-work poverty, the main aim of this chapter is unravel the different mechanisms that either cause or potentially limit the poverty risk of both groups of atypical workers. The results indicate that both groups are unable to secure a decent income to maintain themselves, not to mention their inability to sustain a family. However, their poverty risk remains remarkably limited when we take all income sources into account. We find that temporary and part-time workers tend to be protected against poverty differently. Government transfers are particularly important for temporary workers as they partially compensate periods out of work. Part-timers are more likely to rely on the earnings of other household members to avoid poverty, but with important differences across countries."

"Part-time work has structurally increased across Europe. The recent crisis period has brought additional increases in many countries, especially in involuntary part-time employment. This paper considers the link between part-time work and poverty, taking a comparative perspective across the EU15. The extent to which part-time work is associated with poverty varies considerably, far more so than for full-time workers. Involuntary part-time work clearly stands out as most problematic although an increased poverty risk is not confined to that segment of part-time work. Part-time work for care reasons also carries a higher poverty risk in some countries. It is most problematic in countries where demand and supply side related factors reinforce each other so as to make part-time work an inferior choice from the perspective of preferred working hours, earnings and employment security. Moreover, part-timers sometimes face a ‘double income penalty' in that they are more likely to have lower earnings and reduced eligibility for certain social transfers. However, there is again considerable cross-country variation in this respect. In some countries actually the reverse is the case and part-timers are in effect more likely to receive social transfers, while being in employment, improving their post-transfer poverty position in a significant way. Taken together, the paper shows that the regulatory drivers shaping part-time work and the welfare state arrangements supporting, or failing to support part-time work play key roles in accounting for the wide variation in poverty risks associated with part-time work across the EU15."

"The exceptionally high union density rates in Denmark, Finland and Sweden are attributed to a particular form of voluntary unemployment insurance, known as the Ghent system. Heavily subsidized by the state and administered by union funds, it strongly motivates workers to become union members. Belgium has a partial Ghent system: while unemployment insurance is compulsory, trade unions retain an important role in the provision of benefits. Belgian union density is at an intermediate level; but as in other Ghent countries, its level is currently higher than in the 1970s. This article argues that the Belgian institutional set-up provides stronger incentives for manual workers in industry with lower educational attainment and a past unemployment record. In Denmark, Finland and Sweden, the Ghent system recruits workers across different occupations and educational levels. However, its appeal seems to have lessened over recent years, particularly among younger workers. "

"In work-poverty has become a pressing social issue in Europe. The self-employed remain relatively uncharted terrain in this context. With about 15 percent of European workers in self-employment this group can no longer be ignored, especially since self-employment is on the rise in many countries, particularly own-account self-employment. Drawing on EU-SILC data this paper provides a systematic mapping exercise of poverty and living standards among the self-employed in the European Union. We find that the self-employed in Europe generally face significantly higher income poverty risks than contracted workers. Looking in more detail at the drivers of income poverty among the self-employed we find that in addition to lower reported earnings, lower overall work-intensity at the household level appears to be an important driver. However, while income poverty levels are quite significant among the self-employed, material deprivation rates are generally much lower. The discrepancy between income poverty measures and material deprivation measures is much larger for the self-employed than it is for employees. One possible explanation is that the self-employed can more often draw on assets accumulated over the life cycle or on business assets they control. The self-employed constitute a very mixed segment of the workforce and within-group inequality is quite significant. One group emerges as being particularly at-risk of poverty are own-account workers, substantiating worries about the rise of this form of self-employment. While the paper offers extensive descriptive analysis and some tentative explanations, an important and sizable research agenda remains."
