"This volume is the 20th anniversary edition of Social policy in the EU: state of play. Coordinated by Cécile Barbier and Philippe Pochet, the first edition covered the year 1999 and was published as a collaborative project between the European Social Observatory (OSE) and the European Trade Union Institute (ETUI) in 2000.
This anniversary edition looks back at the main developments in EU social policymaking over the past two decades. Key questions addressed in this volume include:
what was the place of the social dimension during the financial and economic crisis?
Who has driven, and who has braked, EU social policymaking?
Which instruments does the EU have at its disposal for ‘market correcting' policies?
And last but not least, what are the next steps in the further implementation of the EU's social dimension, especially in the context of the European Pillar of Social Rights?
The editors provide also an analytical chronology of the main developments of the EU's social dimension over the past twenty years and summarise the key messages put across by the authors of the book's chapters regarding key EU social policy areas. The chapter also discusses some of the recent debates on the EU's social agenda under the new von der Leyen European Commission, while providing policy recommendations drawing on the analyses presented in this book.
Despite many optimistic statements by the EU leaders, social policy remains a ‘nice to have' (if and when the economic and political context allows for it), not a ‘must have'."

Coordonnée par Cécile Barbier et Philippe Pochet, la première édition couvrait l'année 1999 et a été publiée en 2000 dans le cadre d'un projet de collaboration entre l'Observatoire social européen (OSE) et l'Institut syndical européen (ETUI).

Cette édition anniversaire revient sur les principales évolutions de la politique sociale de l'UE au cours des deux dernières décennies. Parmi les questions clés abordées dans ce volume, citons les suivantes :

Quelle a été la place de la dimension sociale au cours de la crise financière et économique ?
Qui a conduit et qui a freiné l'élaboration des politiques sociales de l'UE ?
De quels instruments l'UE dispose-t-elle pour les politiques de « correction du marché » ?
Enfin, quelles sont les prochaines étapes de la mise en oeuvre de la dimension sociale de l'UE, en particulier dans le contexte du socle européen des droits sociaux ?
Le dernier chapitre fournit une chronologie analytique des principales évolutions de la dimension sociale de l'UE au cours des vingt dernières années et résume les messages clés identifiés par les auteurs des chapitres dans les principaux domaines de la politique sociale de l'UE. Le chapitre aborde également certains des débats récents sur l'agenda social de l'UE sous la nouvelle Commission von der Leyen, tout en fournissant des recommandations politiques qui s'appuient sur les analyses présentées dans cet ouvrage.

"The project studying ‘The Impact of DIGItalisation on job QUALity and social dialogue in the PUBlic services', hereafter DIGIQU@LPUB, aims to assess the impact of digitalisation on job quality in European public services, from a twofold perspective, looking at workers' own perceptions of the impact of these changes on their daily jobs, but also investigating trade unions' perceptions and practices in the social dialogue. This European Commission-funded project was led by the European Social Observatory (OSE) and ran from November 2021 to September 2023, involving eleven European partners. It covers eight countries (Denmark, Finland, France, Germany, Hungary, Italy, Poland and Spain) and considers workers' occupations in three services/sectors: public electricity production and supply services (hereafter electricity sector), public administrations sector (national, regional and local levels) and public hospital and health services (hereafter hospital sector)."

"This OSE Research paper reviews the austerity measures adopted by a number of Member States, and discusses their impact on certain economic and social rights, including education, health, pensions and work. It then elicits the reaction of international human rights bodies which denounced these infringements, while comparing the dynamism of the national constitutional courts to the timidity of the European courts and exploring the question of liability in cases of violations of fundamental rights. In conclusion, Dalila Ghailani argues that in recent years, the importance attached to human rights has declined together with state budgets, but that, unlike national budgets, these rights have not benefited from bail-out plans."

"This report aims at describing and interpreting how occupational welfare (OW) schemes, especially supplementary pension schemes (SPS) and temporary unemployment (TU) schemes are developing in Belgium and what has been and still is the role of various actors, focusing mainly on social partners and the State. The report shows that the debate on OW has emerged recently in Belgium, mainly focused on supplementary pensions and health insurance provisions. The issue of SPS is a political and financial one. Over the past decade, the government has encouraged employers to introduce pension schemes for their workers in response to the ageing population and the expected difficulties in financing state pensions in the future. Regarding unemployment protection, the TU scheme is a particular form of general statutory unemployment insurance protection. It also has features related to occupational welfare and is limited to workers employed in companies initiating a specific procedure to access the TU scheme. It is not an essential issue in Belgian social dialogue. The results are based on research and reports published since 2003, available administrative and statistical data, and documents made public by the social partners. Relevant collective agreements in the retail and automotive sectors were analysed and interviews with trade unionists carried out."
