"This paper addresses a research gap on the role of employee participation in motivating workplace climate change mitigation activities. Drawing upon a survey of 682 Australian employers and an analysis of 1329 enterprise agreements, we find strong associations between organisational activities for the reduction of carbon emissions and employee participation in motivating, developing and/or implementing these measures. Engagement with emissions reduction at the workplace level is more likely where employee participation has a substantive role involving deeper and wider influence in organisational decision-making. This is especially the case when a range of approaches, including collective bargaining through trade unions, are utilised. Reflecting extant research on employee participation, this study confirms the importance of the concepts of depth and scope in evaluating the extent to which employee participation is substantive, and that different forms of participation have mutually reinforcing impacts over workplace decisions to reduce carbon emissions. The findings presented suggest that the form of participation may be less important than the way in which it is implemented and the degree of substantive influence that employees have in practice. "

"Traditionally it has been held that employee participation impacts positively upon the quality of the work environment (QWE). However, recent research suggests that certain forms of participation such as job autonomy in high-performance workplaces may be associated with work intensification and stress. This article analyses the impact on QWE of different types and intensities of employee participation through sixteen case studies in four sectors in New Zealand and Denmark: hotels, schools, health facilities and food processing plants. The studies show that although participation is not the only factor that influences employee QWE, it is important, especially where direct and representative forms co-exist and interact. There is some evidence that participation based on a democratic model is associated with the best QWE performance, that direct participation alongside weak representative participation impacts negatively on QWE, and that a greater depth and scope of representative participation in Denmark impacts positively on QWE. However, sectoral as well as workplace characteristics qualify these general trends.

"What determines whether workers want more influence in their workplace? Much of the literature on employee voice assumes that employees desire a say in how they do their work, and that where they lack influence they are more likely to desire a greater say. This econometric study of 536 Danish and New Zealand employees in four industries indicates that workers' desire for more influence was not dependent on how much influence they thought they already had. What mattered was age, length of service and specific organisational characteristics. Those who wanted more influence were not learning new things and did not feel that they received sufficient information about the workplace, and those who felt appreciated by management did not desire more influence. The results support human resource management literature that suggests the importance of integrated and mutually supportive ‘bundles' of employment practices to support high performance. "

"In 2005, Australian universities were required by a federal government, well known for its hostility to unions, to develop representative forms of employee consultation. This requirement posed a considerable threat to union voice in the sector. The article examines the union response to this situation. Our findings suggest that in the short term, the unions adopted a strategy of compliance with this requirement through support for the development of hybrid forms of voice, such as staff consultative committees. The unions then sought to dominate these committees by ensuring that union members were elected as staff representatives, thereby safeguarding the dominance of union voice. The non-union employee representation that was created, however, was constrained as an expression of employee voice. The findings are consistent with Anglo-Saxon literature focusing on the union substitution role of non-union forms of employee representation. There are also resonances in the union strategy with European trends for complementary relations between unions and union-dominated forms of non-union employee representation. However, while our study confirms the importance of the role of the state in determining the structure of non-union employee representation, it departs from the literature in demonstrating an instance where union substitution was sought by the state rather than by management. "

"Employee involvement and participation have been at the heart of industrial relations since its inception, although much of the contemporary terminology has moved away from ‘industrial democracy' employed by the Webbs in 1898. The labels and terms for employee involvement and participation have expanded and varied over time, reflecting different disciplinary bases (industrial relations, human resource management, psychology and political science), changing socio-economic contexts, competing goals between management, labour and government, and a variety of practices. This complexity has become problematical because not all terms are equivalent in their meanings and their different parameters are not always clearly defined. We attempt to provide some clarity by defining ‘employee voice' or ‘participation' as umbrella terms denoting a wide range of practices. The article also clearly delineates direct and representative approaches to employee participation, and their interrelationship. Two critical contemporary issues are the role of the state and the link between participation and organisational performance. The article concludes that the sphere of employee involvement and participation is likely to remain contested, but that its strategic viability is enhanced when linked with employee well-being as well as performance. Successful state intervention requires public policy integration and dialogue between government, employers and employee representatives. "
