"This Eurofound research paper explores key trends in restructuring in recent years, highlighting the companies that announced the largest job losses and job gains in the EU. It builds on an analysis of company announcements recorded in Eurofound's European Restructuring Monitor (ERM), alongside a new classification of restructuring events involving changes in company location.
Recent restructuring trends (2021–2024) are examined in light of the digital and green transition. Longer-term trends (2014–2024) are analysed in relation to companies' strategic decisions in choosing their geographical location, particularly offshoring, reshoring and relocation.
The findings suggest that, among large companies, the digital and green transitions mostly occur as either greening or digitalisation-related restructuring, rather than as a ‘twin' transition. The announcements show how these transitions have generated shifts in the labour market, resulting in more job creation than job destruction. It is also evident that the digital transition rarely acts as a driver of geographical change for a company, while the green transition seems to have some influence."
