"A number of labour disputes include a European or more generally an international dimension to which positive law gives no satisfactory answer. International, especially European, provisions deal with transnational conflicts of rights. Their solutions however keep controversial. Furthermore no solutions exist for the conflicts of interest while national laws contain significant differences for their settlement. Hence the need to investigate new ways within the international labour law."
