"This article discusses the rise and decline of collective bargaining in the public services in Italy. The emphasis is on the period from the 1990s till the present. The power of the unions only partially appears linked to that of bargaining. In fact the unions were already strong and well settled before the public sector industrial relations were formalized. Yet the unions' veto power has grown considerably during the years in which negotiating strength has grown. Current data confirm its importance and organizational strength, but the weakening of the bargaining system could in perspective make it more difficult facing new challenges."
