"This article contrasts the realities of water sector privatisation in Germany with theories of drivers of privatisation. Although there is no European directive requiring privatisation or liberalisation of Member States' water sectors, and attempts to liberalise the German water sector failed at the federal level in 2001, a significant number of water companies supplying cities of more than 100 000 inhabitants have been partially privatised. This can be explained in terms of a multifaceted process involving ideological shifts, specific economic and political developments and the role of stakeholders in transforming these new ideas into policies."
