"The expression ‘the polluter pays' can be taken in two ways. First and foremost it refers to the environmental pollution caused by asbestos. Under the polluter pays principle those who cause the damage must pay compensation for it. But you can also take it as referring to the primary effects of exposure to asbestos and the consequences for workers and members of their families. In this situation the employer should also have to pay compensation for the damage done. He should publicly acknowledge his guilt, just as surely as the polluter who must pay. ..."
