"The ILO, Governments, Shipowners and Seafarers' organizations have worked together in order to achieve the common objective of making the MLC, 2006 a tool for the change of mentality in shipping, where seafarers' rights prevail. The port State control responsibility of ratifying Members cannot be exercised individually but as a syndicated task, requiring the cooperation of all parties, the different MoUs on PSC being the drivers of enforcement.
