"The amount of work that is performed under public contracts in the EU is vast; according to the European Commission, it amounts to 14% of EU GDP. The question is how to improve the mechanisms to make sure that this work, paid out of taxpayers' money, is done under decent working conditions. Public procurement offers one of the best opportunities in which public authorities may promote collective bargaining.
Several Member States have, after 2014, introduced legislative measures in order to ensure that economic operators comply with their applicable obligations in the fields of environmental, social and labour law established by Union law, national law or collective agreements."
