"For some years, the United States federal authorities – and especially the occupational safety and health administration (OSHA) – have been hardselling their Voluntary Protection Programme (VPP) scheme to other countries. To date, only Ireland and Northern Ireland have officially signed up to this kind of programme in Europe. At a joint European Union / United States health and safety conference in September 2005, the US representatives again urged the importance of working together on VPPs. They are pushing for European national health and safety inspectorates to adopt a recognition system for firms that apply them. So the question has to be: why all the fuss about VPPs? ..."
