"The 2023 edition of Pensions at a Glance highlights the pension reforms undertaken by OECD countries over the last two years. It includes a special chapter focusing on pension provisions for hazardous or arduous work. It describes existing rules, characterises recent policy trends and assesses the design and functioning of early-retirement rules for hazardous or arduous jobs given changing working conditions and ageing pressure on pension systems.

This edition also updates information on the key features of pension provision in OECD and G20 countries and provides projections of retirement income for today's workers. It offers indicators covering the design of pension systems, pension entitlements, the demographic and economic context in which pension systems operate, incomes and poverty of older people, the finances of retirement income systems and private pensions."

"Trotz einer breiten Zustimmung zum im Grundsicherungssystem verankerten sozialstaatlichen Auftrag werden Leistungen wie Arbeitslos II oder Grundsicherung im Alter häufig nicht beantragt. Eine wichtige Ursache dafür sind legitimatorische Vorbehalte gegenüber der Inanspruchnahme: Ein Rechtsanspruch allein ist für viele nicht ausreichend ; zusätzlich muss eine gesellschaftlich anerkannte Hilfebedürftigkeit vorliegen. Mit der Stärkung des Prinzips der Eigenverantwortung im aktivierenden Sozialstaat wurden entsprechende Vorbehalte systematisch verstärkt. Der Beitrag untersucht anhand des SOEP-Innovationssamples der Welle 2020 / 2021, wie sich Vorbehalte gegenüber der Inanspruchnahme von Grundsicherungsleistungen empirisch äußern. Mittels multivariater Analyse wird aufgezeigt, dass eine Delegitimierung der Inanspruchnahme mit individuellen Interessenlagen, Normen der Eigenverantwortung und der allgemeinen politischen Einstellung korrespondiert."

"he recent financial and economic crisis has exacerbated the funding shortfalls of Europe's public pension systems, but the main driver of expenditure growth is the ageing of the European population. The demographic challenge, however, is not the same for each EU member state. Moreover, nation-specific pension schemes influence each state's ability to handle demographic challenges. When adapting to the ageing of their societies the member states might even differ in their preferences as to which generation should mainly be burdened with the effects of demographic change. With this in mind, it is too narrowminded to take a solely fiscal perspective from which to develop European reform strategies which meet the requirements for both fiscal balance and sustainable public pension systems.
Therefore, the EU should support national reform strategies by monitoring public pension reforms as well as improving the single market. However, public pension policy should remain a national competence. In addition, the examples of our Italian and British case studies highlight that long term pension reform should be innovative and involve public, occupational and private elements."

"Old age poverty is to become one of the most pressing issues in the coming decades given the demographic trends forecasted. This paper investigates the main instrument to fight old age poverty: Social, non-contributory pension systems. A new comprehensive data set on 172 countries over the 2001-2013 period on the provision of social pension across the world allows us to investigate recent trends in social pension implementation and test internal and external political economy drivers of the process. By using a first order Markov transition model to account for the state dependence inherent in public pension provision, we find that demand factors such as demographic trends drives the decision to reform internally. External actors can support the continuance of social pension especially in developing countries. Thus, international influence seems to be effective in enhancing the instruments to fight old-age poverty."
