"In 1991, the unemployment rate in Slovakia increased from almost zero to twelve per cent. Originally the high level of unemployment was welcomed as a signal of economic restructuring. However, after eight years of transition there is still a doubledigit unemployment rate. This can no longer be attributed to the transitional restructuring process. In this situation, the Slovak authorities have started to pay more attention to active labour market policies as one of the means of decreasing the high unemployment rate. The system of active labour market policies (ALMP) in the Slovak Republic, originally created in 1991, has gone through several substantial reforms. After this learning-by-doing process, a new set of ALMP measures was introduced in 1997. This paper summarises the institutional framework of ALMPs in Slovakia and its development during the period of economic transition 1991-1996. The first section contains a general overview of the development of unemployment in Slovakia after 1991. In the second, the institutional framework of ALMPs is summarised and the two main programmes are described in more detail. The third section discusses the results of previous empirical studies dealing with the effectiveness of ALMP programmes in transitional economies. Finally, the role of the social partners, mainly the trade unions, is described in the fourth section. A detailed chronological development of basic ALMP programmes in Slovakia is presented in Appendix 1, while a technical Appendix 2 contains an estimation of the effectiveness of ALMP spending in the Slovak Republic."

"This article examines the emergence of the new Hungarian industrial relations system and the experiences of Hungarian trade unions in adapting themselves to the challenges of political democracy and the market economy. The article first outlines the historical legacy of trade unions and the industrial relations system. It then describes the dramatic changes which occurred in the wake of the transition of the late eighties-early nineties. After discussing the emerging crisis of the industrial relations system, it describes the attempts to reshape the system and the role of unions through the re-legislation of the Labour Code in order to facilitate the emergence of a stable system which conforms to European norms. Finally, the article evaluates the impact of the new legal regulation on the industrial relations system. In the Conclusion, the article argues that, although the open crisis of the national industrial relations system has been resolved in the early nineties, there is a ‘silent crisis' still going on."

Combining conceptual insights with global evidence, it maintains that social dialogue will require a collective vision and action by all world of work actors—social partners particularly—in shaping a robust landscape of social dialogue with and for youth. "This study of Danish and Dutch work and welfare policies since the Great Recession questions the dominant picture of trade unions as being too weak and irrelevant for tripartite regulation. The frequency of tripartite agreements has not decreased, and social partners are still able to obtain important concessions. In addition to well-described resources, the article shows that trade unions and employers' organizations offer governments financial resources and access to workplaces in political exchanges, which helps explain corporatist resilience. Only limited support was found for well-known drivers other than economic crises as explanations for changes over time in tripartism."
