"In July 2005 the Chief Secretary to the Treasury announced that the Government was to carry out a Comprehensive Spending Review (CSR) reporting in 2007. In 2006 the preparatory work for the CSR includes an examination of key long-term trends, together with an assessment of how public services should respond. One of the most important of these trends is globalisation. This document presents the TUC's views on globalisation as it affects the UK economy. It addresses the Treasury's priorities of stability, flexibility, skills, innovation and regulation. It supports the Government's emphasis on innovation and skills, but argues that de-regulation should not be a priority and calls for an effective UK industrial strategy."
