"The 2023 edition of Pensions at a Glance highlights the pension reforms undertaken by OECD countries over the last two years. It includes a special chapter focusing on pension provisions for hazardous or arduous work. It describes existing rules, characterises recent policy trends and assesses the design and functioning of early-retirement rules for hazardous or arduous jobs given changing working conditions and ageing pressure on pension systems.

This edition also updates information on the key features of pension provision in OECD and G20 countries and provides projections of retirement income for today's workers. It offers indicators covering the design of pension systems, pension entitlements, the demographic and economic context in which pension systems operate, incomes and poverty of older people, the finances of retirement income systems and private pensions."

"he recent financial and economic crisis has exacerbated the funding shortfalls of Europe's public pension systems, but the main driver of expenditure growth is the ageing of the European population. The demographic challenge, however, is not the same for each EU member state. Moreover, nation-specific pension schemes influence each state's ability to handle demographic challenges. When adapting to the ageing of their societies the member states might even differ in their preferences as to which generation should mainly be burdened with the effects of demographic change. With this in mind, it is too narrowminded to take a solely fiscal perspective from which to develop European reform strategies which meet the requirements for both fiscal balance and sustainable public pension systems.
Therefore, the EU should support national reform strategies by monitoring public pension reforms as well as improving the single market. However, public pension policy should remain a national competence. In addition, the examples of our Italian and British case studies highlight that long term pension reform should be innovative and involve public, occupational and private elements."

"This is the fifth report with long-term projections of the budgetary impact of population ageing. It covers the 28 EU Member States and Norway over the period 2013–2060

Over the coming decades, as Europeans live longer and have fewer children, Europe's population will turn increasingly ‘grey'. Demographic trends also mean that the proportion of workers supporting those in retirement will halve from an average of four today, to just two, by 2060. The 2015 Ageing Report sheds light on the economic, budgetary and societal challenges that policy makers will have to face in the future as a result of these trends. The report's long-term projections provide an indication of the timing and scale of challenges that can be expected so as to inform European policy makers about the scale and timing of the challenges they must face."

"As part of their strategy for economic and monetary union, European governments committed themselves to fiscal discipline – particularly by placing limits on annual deficits and on public debt. Subsequently, and as they sought to respond to the “current crisis”, they embraced the view that only if public finances were kept under control would sustainable recovery be possible. Rules of fiscal governance were strengthened. To help them meet these rules, the governments of many member States of the European Union made changes to their pension systems or to funds they had established specifically to pay the costs of population ageing. The intention was not to cut retirement benefits or to improve the efficiency of the relevant pension schemes and institutions. Rather, it was to free up resources immediately. Funded pension schemes and pension funds were treated like “piggy banks” that were raided when times became hard. Moreover, the policies pursued succeeded in meeting their objectives only because the system of national accounts according to which outcomes are judged does not recognize the way in which most of the fiscal gains are matched by future fiscal liabilities."

"Corporate governance and the theory of the firm are discussed primarily from the shareholders' perspective. This point of view neglects the tremendous effects of private pensions and of co-determination as well as interdependencies between codetermination, pensions and corporate governance. Since in the private pension world the firm serves as an investment tool, the focus should be shifted from short-term interests to concepts maximising long-term shareholder value. In this context, also moderate forms of co-determination might serve as a tool for long-term oriented corporate governance. Given the rise of the European Company, co-determination is likely to spread in Europe. Both, private pension-based corporate governance systems and stakeholder-oriented corporate governance systems should be re-examined in the light of the financial and economic crisis and due to the rise of behavioural law and economics."
