"Sous la pression européenne et dans le prolongement d'une politique d'orthodoxie budgétaire, la politique budgétaire de la coalition en place depuis l'automne 2012 devient clairement restrictive et d'importantes réformes structurelles sont annoncées, sur des points restés parfois tabous jusque-là. Le statut des fonctionnaires est modifié. Le secteur de l'éducation, peu touché par le rabotage budgétaire, est visé dans le supérieur, à travers le remplacement de l'ancien système de bourses universelles par la généralisation des prêts sociaux étudiants. Le transfert aux municipalités de responsabilités sociales s'accentue, avec des budgets réduits. Dans le domaine de la santé, après l'assurance maladie réformée en 2005, c'est au tour du dispositif de protection des personnes âgées et handicapés d'être totalement transformé, restreignant aux cas les plus lourds la prise en charge en établissement. On s'attend à d'importantes pertes d'emploi dans le secteur sanitaire et social. Il n'est pas sûr que le mouvement syndical ait les moyens de s'y opposer."

"Objective On 1 January 2007, Denmark went through a major reorganization, where most of its 275 municipalities and 14 counties merged into larger units. Our study aimed to examine the development of depressive symptoms and incident depression among employees affected by this organizational change.Methods A total of 685 civil servants employed in the administration of 5 municipalities and 2 counties participated in the study. They answered a postal questionnaire, 8 months prior to and 16 months after the reorganization, regarding working conditions, psychosocial work environment factors, and depressive symptoms, based on the Major Depression Inventory (MDI). During the follow-up period of 2006–2008, 295 employees had experienced a merger with other workplaces (hereafter the merger group), 259 had got a new job (the new job group), and 131 who experienced no change in workplace served as the control group. The three groups were compared to each other for (i) mean score of MDI and (ii) incident cases of depression using general linear models and logistic regression analyses, separately by gender.Results After adjustment of the MDI for age, occupation, supervisor function, and department at baseline in 2006, no significant differences in increase in MDI were found between the groups. The incidence of depression in the merger group was not significantly higher than the control group [women: odds ratio (OR) 1.5 (95% confidence interval [95% CI] 0.6–3.9), men: OR 1.7 (95% CI 0.2–18.7)], after adjustment for confounders.Conclusion This study showed no significantly increased risk of depression or increase in depressive symptoms among employees exposed to organizational change as a part of a major local government reform."

"Barry Castleman recently documented the story of Dr. Alice Hamilton's encounter in the 1940s and 1950s with the FBI as she fought for social justice and her pioneering work in occupational safety and health. Her encounter with the FBI may give many of us working to protect the public's health an uncomfortable feeling. Political intimidation by government political appointees, however, did not end 80 years ago. Within federal agencies, there is a continuous battle between political appointees and career civil servants over the scientific justification for the promulgation and enforcement of health and safety standards. Most of these struggles are rarely recognized outside the agencies. However, they have a negative impact on public health as well as morale within agencies. Corporations and business lobbies have used every political means to delay, weaken, and block the issuance of health standards since worker, consumer, and environmental protection agencies were created in the early 1970s. ..."

"Die Untersuchung geht zunächst der Frage nach, ob es sich bei dem bisher anerkannten Beamtenstreikverbot um einen hergebrachten Grundsatz des Berufsbeamtentums handelt. Dabei wird ein besonderer Schwerpunkt auf die historische Auslegung von Art. 33 Abs. 5 GG gelegt.
Auf Grund der neueren Rechtsprechung des EGMR ist klar, dass es sich bei dieser Thematik um einen Querschnitt von nationalen Grundrechten mit Völkerrecht handelt. Daher wird untersucht inwieweit das Beamtenstreikverbot mit Art. 11 EMRK unter Heranziehung seiner Auslegung durch den EGMR vereinbar ist.
Letztendlich zeigt die Arbeit Lösungsansätze auf, wie die konfligierenden Positionen des GG und der EMRK möglicherweise in Einklang gebracht werden können. Hierzu wird ein konkreter Formulierungsvorschlag für eine Änderung des Grundgesetzes zur Diskussion gestellt.'"

"This study is based on the psychological contract theoretical model. It provides an empirical test of the antecedents and consequences of psychological contract violation (PCV) that was caused by the wage reduction of Portuguese civil servants. Data were collected from a sample of 212 employees who worked in public organizations across different sectors. These positions entailed different functions and were subject to different levels of wage reduction. A Structural Equation Model was used to analyze the data. The results show that employees' attributions of this psychological contract breach are related to their perception of PCV. Furthermore, our findings also suggest that civil servants have two distinct psychological contracts and that the PCV of the employing organization also depends on the PCV of the public institution. Moreover, the PCV of the public institution was found to be the mechanism that explains the relationship between the meaning attached to wage reduction and the PCV of the employing organization. Finally, our findings confirm that the PCV of the employing organization mediates the relationships between the PCV of the public institution and the commitment and turnover intentions of civil servants. Therefore, such results highlight the usefulness of the psychological contract framework in explaining civil servants' reactions to wage reduction."
