"L'articolo sviluppa tre argomenti: 1) il fenomeno delle regolarizzazioni collettive, molto visibili e destinate a coinvolgere numeri cospicui di immigrati, e tipico soprattutto dei paesi dell'Europa meridionale, i cui mercati del lavoro segmentato hanno attratto ingenti volumi di lavoro irregolare; 2) regolazioni comuni degli ingressi nello spazio europeo, come gli accordi di Schengen, si sono mostrate inadeguate a fornire una risposta alle esigenze dei mercati del lavoro dell'Europa meridionale: le manovre di sanatoria possono essere interpretate come un aggiustamento a posteriori della discrasia tra politica e mercato; 3) soprattutto nell'Europa meridionale, ma non solo, la condizione di irregolarita si rivela transitoria e modificabile e le norme si rivelano selettive e applicate con gradi diversi di severita."

"L'articolo affronta la questione dell'accesso degli immigrati irregolari al sistema italiano dei diritti di cittadinanza partendo dal punto di vista del mercato del lavoro e della loro collocazione lavorativa. Quest'ultima e la rappresentanza sindacale rappresentano i presupposti da cui l'immigrato puo avviare il percorso di riconoscimento sociale e giuridico, propedeutico all'ingresso nel sistema dei diritti di cittadinanza. Il nostro intento e quello di combinare le conoscenze in merito ai processi reali di inclusione degli immigrati irregolari con le analisi sulle politiche di immigrazione. Saranno presi in considerazione, oltre alle norme e alle istituzioni giuridiche formali, soprattutto le pratiche di implementazione di questi regolamenti."

"Between April 2008 and June 2010, France witnessed an unprecedented wave of strikes by irregular migrants. At its height, almost 7000 workers occupied enterprises, temporary work agencies and employer federations. Through a sequential analysis of this movement, this article seeks (1) to identify the resources provided by the strike to irregular migrant protest, (2) to trace the emergence and the innovations in the strike repertoire and (3) to account for the leading role played by the CGT trade union. It argues that the strike represents a significant and distinctive extension of the traditional mode of sans papiers protest as it relied on specific means of collective action and groups of actors. It is the recognition by the constituent actors of the repertoire that has allowed the union to take the leadership in the movement."

"In The Ethics of Immigration, Joseph Carens synthesizes a lifetime of work to explore and illuminate one of the most pressing issues of our time. Immigration poses practical problems for western democracies and also challenges the ways in which people in democracies think about citizenship and belonging, about rights and responsibilities, and about freedom and equality.

Carens begins by focusing on current immigration controversies in North America and Europe about access to citizenship, the integration of immigrants, temporary workers, irregular migrants and the admission of family members and refugees. "In the current global context, many migrant workers, and in particular women and irregular workers, are not – or are very inadequately – covered by social security and other social protection programmes. Current human rights standards related to migrant workers and families have so far had little impact on this situation. This article first examines various national approaches to extending social security to migrant workers in low-, middle- and high-income countries, such as through affiliation to the social security systems in countries of employment and countries of origin. It then attempts to assess the impact of regional and other international migration and social security agreements, particularly within the European Union. It also explores the potential impact of wider ratification of ILO and UN Conventions on migrant workers, which would ensure basic social and labour protection, in particular for irregular migrant workers. The article concludes with some key policy challenges for the future, including for improved regional and global governance."

"This article discusses some recent trends in the area of immigration and social security. Access to social security is rendered more difficult, particularly for irregular immigrants, while the scope of application of the social security system is more closely linked to the national border (retrenchment to the national borders). It is argued that these trends can be attributed to restrictive immigration policies and the implicit rejection of transnational citizenship. These factors also appear to affect the strength of the transnational informal social security networks of which migrant groups are members. The article calls for an alternative strategy for the social protection of irregular migrants based upon respect for human rights, extra-territorial responsibility of migrants and more socially inspired return policies."

"La storia delle politiche migratorie italiane degli ultimi trent'anni è una storia di fallimenti. Malgrado il rafforzamento dei controlli e l'inasprimento delle sanzioni, in venticinque anni sono state approvate sette leggi di sanatoria, più altre misure di regolarizzazione non dichiarata, come i decreti flussi. I fabbisogni di manodopera per l'assistenza degli anziani a domicilio sono una delle ragioni principali di questo insuccesso regolativo. Donne e anche uomini immigrati sono sempre più coinvolti nella fornitura di servizi di cura nei paesi del Nord globale. Nei paesi del Sud Europa, ma in misura crescente anche in paesi come l'Austria e la Germania, il lavoro di cura degli immigrati è incorporato in uno specifico care regime: è svolto principalmente presso il domicilio degli assistiti, spesso sulle 24 ore, in coabitazione, in modo da puntellare un sistema in cui la famiglia rimane il luogo centrale delle cure per le persone in condizioni di fragilità. In secondo luogo, impiega un ampio numero di lavoratori in condizione irregolare sotto il profilo contrattuale e spesso anche dello status legale. L'articolo presenta i risultati di varie ricerche sul tema condotte in Italia nell'arco di un decennio (2002-2012). Discute come l'immigrazione irregolare è di fatto tollerata, quando è inserita al servizio dei crescenti bisogni delle famiglie autoctone; come funziona il sistema definito "welfare parallelo"; e come le assistenti familiari immigrate trovano possibilità di agency, malgrado i vincoli normativi e lo sfruttamento che spesso subiscono."
