"La numérisation est devenue l'un des mots d'ordre les plus importants dans le débat sur les changements structurels au sein de l'économie, de nos sociétés et en particulier dans le monde du travail. Ce changement accéléré déclenché par les technologies numériques implique des opportunités mais aussi des risques. Les risques pour les emplois existants, pour les conditions de travail et les perspectives d'emploi doivent être résolus par une implication accrue des travailleurs et des syndicats. Ce rapport résume les résultats d'une grande enquête en ligne qui a été élaborée et menée entre juin 2017 et juin 2018 dans le cadre du projet de la CES intitulé " La participation des travailleurs - clé d'une numérisation équitable ". Outre l'enquête, le projet comportait d'autres activités telles qu'une expertise scientifique basée sur la recherche documentaire, une expertise juridique sur le travail au sein des plateformes en ligne, des entretiens avec une trentaine de représentants des CEE et des représentants des grandes entreprises multinationales, ainsi qu'une série de quatre ateliers avec des affiliés nationaux de la CES et des représentants d'entreprises à Copenhague, Tallinn, Madrid et Berlin. Par ces activités, la CES vise à renforcer les voix des travailleurs et des syndicats dans le débat public sur la numérisation. L'enquête de la CES est certainement l'aperçu le plus complet des évaluations, points de vue et expériences des représentants des syndicats et des travailleurs dans le domaine de la numérisation et de ses divers impacts sur l'emploi et le travail, plus de 1500 réponses ont été rassemblés auprès de syndicalistes et de représentants de travailleurs de plus de 30 pays européens, y compris des représentants de CEE et membres de Conseils d'entreprises SE dans plus de 220 sociétés transnationales."

"Digitalisation has become one of the most important catchwords in the debate about structural changes within the economy, our societies and particularly in the world of work. The accelerated change triggered by digital technologies presents both opportunities and risks. These risks, as they relate to existing jobs, working conditions and employment prospects, have to be addressed by enhanced involvement of workers and trade unions. This report summarises the results of a large online survey that was developed and conducted between June 2017 and June 2018 in the context of an ETUC project “Workers Participation: The key to fair digitalisation”. In addition to the survey, the project comprised further activities such as scientific expertise based on desk research, a legal expertise on online platform work/crowdwork, interviews with around 30 workers representatives in EWCs and workers' board level representatives in larger multinational companies, and a series of four workshops with national ETUC/ETUF affiliates and company representatives in Copenhagen, Tallinn, Madrid and Berlin. Through these activities, the ETUC aims to strengthen the voices of workers and trade unions in the public debate on digitalisation. The ETUC survey is currently the most comprehensive overview of trade union and company workers representatives' assessments, views and experiences with regard to digitalisation and its various impacts on employment and work: In the context of the survey, more than 1,500 responses were gathered from trade unionists and company level workers representatives from more than 30 European countries, including from EWCs and SE works council members in more than 220 transnational companies. The survey definitively shows that both trade union organisations and company-level employee representatives are fully aware of the challenges posed by digitalisation and are demanding a real say in shaping digital transformation processes. Additionally, a separate survey section was dedicated to online platform workers (‘crowdworkers') which aimed to uncover their perception of this specific form of work, as well as their expectations in terms of workers participation and trade union policies and practices. More than 50 platform workers commented on these issues. …"

"Germany is the main receiving country of posted workers in the EU and the issue of posting has been a prominent issue of public debates about wage equality and minimum wage setting. This article describes the evolution of minimum wage setting in Germany by collective agreements at sectoral level declared generally binding under the Posted Workers Act. Since the 1990s the scope in terms of sectors covered has been extended consecutively and finally resulted in the introduction of the statutory minimum wage in 2015. However, evidence from various sectors shows that formal coverage does not also mean that posted workers actually receive the minimum wages as agreed in sectoral collective agreements or as set in the context of the statutory minimum wage."

"This article examines a number of aspects of the industrial relations practices of foreign investors in central and eastern Europe, focusing on trade union structures, employee interest representation, and consultation and social dialogue at the company level. Based on evidence from selected companies in Poland, the Czech Republic, Hungary and Slovakia, the paper argues that the experiences of multinational companies with regard to employee interest representation and shop-floor trade unionism should be regarded as 'laboratories of learning processes' which are not only having an impact on the ongoing transformation of industrial relations and corporate cultures in the new Member States but also on the whole of Europe, most notably the future shape of institutionalised employee participation.
