"Supervisors are expressly excluded from the coverage of the National Labor Relations Act by Section 2(11). It is the contention of this article that the Supreme Court's decisions interpreting which employees are excluded from the act by that section go beyond Congress's intent in excluding supervisors. As result, many employees whom Congress fully intended to be covered by the NLRA are deprived of the act's protections."
