"Hugh Clegg and Allan Flanders are generally recognized as the founding fathers of postwar British academic Industrial Relations (IR). While Flanders is regarded as the chief 'theorist' of pluralism, Clegg's own contribution is seen mainly in terms of his empirical research and public policy work: as the author of numerous detailed studies and the field's major textbook, the first Director of the Industrial Relations Research Unit at the University of Warwick, a member of the Donovan Commission and many other enquiries. Indeed, Trade Unionism under Collective Bargaining (1976) is often regarded as Clegg's one and only foray into IR theory. This paper explores Clegg's largely forgotten early writing on industrial democracy to argue that he made a critical, independent theoretical contribution to the British IR paradigm."

"State-socialist academics have been highly sceptical of worker co-operatives. Following the Webbs' classic studies, they assume that capitalist market competition renders them either inefficient or undemocratic. The experience of the British co-operative co-partnership (COCP) movement, from the late nineteenth to the early twenty-first century, suggests a more optimistic reading, with implications for future alternative forms of work organization. COCP worker co-operatives were long-lived and participative, while advancing other social goals, such as good wages and working conditions, union membership and better housing. This article introduces the theory of COCP, stressing the stakeholder model and the predominance of employee representatives. Next, I establish Leicestershire as a major regional centre for both shoemaking and COCP, linked to the wider institutions of consumer co-operation. Six co-operatives are discussed: three Leicester city societies, Equity, Anchor and Self-Help; and three village societies, Barwell Sperope, Glenfield Progress and Sileby Excelsior. The article concludes that footwear COCP was a relatively successful small-scale endeavour, not subject to the fatal contradictions predicted by the Webbs. The movement died out because the bureaucratic ‘spirit of the age' in the British co-operative and wider labour movement, turned against these initiatives from below, which therefore failed to rejuvenate."

"Radical pluralism, the mainstream perspective for British and European industrial relations, centres on a Marxian, sociological conception of the employment relationship, which structures explanations of power and conflict. This theoretical critique stresses the historical specificity of the experience of work and the explanatory limitations of the employment relationship. The intellectual history of radical pluralism is traced from Fox ((1974), Beyond Contract: Work, Power and Trust Relations, London: Faber) to Edwards ((1995, 2003), ‘The Employment Relationship,' in Industrial Relations, ed. P. Edwards, Oxford: Blackwell, pp. 1–36) and Blyton and Turnbull ((1994, 1998, 2004), The Dynamics of Employee Relations, Basingstoke: Macmillan). Five objections to the radical-pluralist employment relationship are outlined and an alternative, neo-pluralist sociological and historical perspective is sketched."

"How much 'say' should employees have in the running of business organizations, and what form should the 'voice' take? This is both the oldest and latest question in employment relations. Answers to these questions reflect our fundamental assumptions about the nature of the employment relationship, and inform our views on almost every aspect of Human Resource Management (HRM) and Employment Relations. Voice can also mean different things to different people. For some, employee voice is a synonym for trade union representation which aims to defend and promote the collective interests of workers. For others voice, is means of enhancing employee commitment and organisational performance. Others advocate workers control as an alternative to conventional capitalist organisations which are run for shareholders. There is thus both a moral and political argument for a measure of democracy at work, as well as a business case argument, which views voice as a potential link in the quest for increased organisational performance. The key debate for employment relations is which of the approaches 'works best' in delivering outcomes which balance competitiveness and productivity, on the one hand, and fair treatment of workers and social justice on the other. Policy makers need pragmatic answers to enduring questions: what works best in different contexts, what are the conditions of success, and what are the drawbacks? Some of the most significant developments in employee voice have taken place within the European Union, with various public policy and employer experiments attracting extensive academic research. The book offers a critical assessment of the main contemporary concepts and models of voice in the UK and Europe, and provides an in-depth theoretical and empirical exploration of employee voice in one accessible and cohesive collection. "In this paper we present and assess an analytical framework for examining the different 'meanings, purposes and practices' of employee voice. The data were collected from eighteen organizations in England, Scotland and Ireland. Managers defined voice very much in terms of the perceived contribution to efficiency and tended to downplay notions of rights; however, the linkages between voice and performance outcomes remain problematic. Overall, employee voice is best understood as a complex and uneven set of meanings and purposes with a dialectic shaped by external regulation, on the one hand, and internal management choice, on the other. The evidence suggests that the degree to which voice practices are embedded in an organization is much more important than reporting the extent of any particular individual or collective schemes for employee voice."

"The article presents evidence from interviews in France, Spain and Poland to explore how individual actors make choices about their work-life balance. It shows that choice is a complex, contingent, and relative concept, which is both facilitated and obstructed by public policies and working regulations. Despite differences in national and sub-national policy contexts, institutional and cultural norms and expectations, the article draws the conclusion that family-friendly issues need to be mainstreamed and that the concerns of families should be added to those of the state, trade unions and employers on the agenda for negotiating work-life balance. It is also argued that the focus and scope of industrial relations need to be rethought to take account of the gendered nature of employment relationships."
