"Drawing on a series of interviews with key actors including representatives of the main trade unions, this paper considers the response of unions in the UK to the emergence and growth of platform work. Comparing the partly different strategies adopted by traditional and alternative unions in respect of the representation of platform workers' interests, it demonstrates that the unions' choices have been shaped by the characteristics and resources of the unions themselves, by prevailing political conditions and, perhaps above all, by the restrictive legal framework that excludes many platform workers from the scope of employment legislation. Without recourse to either a legally protected freedom to take industrial action or the statutory recognition procedure, unions have only exceptionally been able to negotiate collective agreements on behalf of platform workers. Instead, traditional unions have focussed on broader political strategies to fight precariousness, including wielding an influence on policymaking, especially through their relations with the Labour Party. Alternative unions have channelled resources into organising and mobilising platform workers and supporting them in campaigning, protesting and bringing strategic litigation."

"Platform-mediated work is a source of livelihood for millions of workers worldwide. However, because platforms typically classify workers as ‘independent contractors', those workers are generally excluded from the scope of labor rights. This has a corrosive effect on working standards of platform workers, creating the need for an international regulatory framework to prevent a race to the bottom. To address this situation, the article proposes an outline for an International Labor Organization (ILO) Convention for the regulation of platform work going beyond the employee/independent contractor dichotomy. It identifies five core issues in the platform economy – low pay, poor working conditions, inaccessible and unreasonable contracts, unfair management, and a lack of representation – and demonstrates how existing ILO standards could be adapted to address these issues. The proposals are informed by the evidence collected by the Fairwork project through its participatory and multidisciplinary research."

"Digital labour platforms have been widely promoted as a solution to the unemployment crisis sparked by the COVID-19 pandemic. However, the pandemic has also highlighted the vulnerability of gig workers when cast as essential workers. This article examines the COVID-19 policies of 191 platforms in 43 countries to understand how the crisis has shifted the conventions of the gig economy. Using a typology of “fair platform work”, the authors identify areas of progress in worker protection but also significant shortfalls, including the entrenchment of precarious work as platforms leverage the opportunities arising from the crisis."

"The advent of the platform economy gives rise to an important challenge for existing systems of labour law across the world. Different countries are reacting to this common challenge with various legislative measures, ranging from accommodation to re-regulation. This paper analyses the policy response to the spread of platform work in the UK and Italy, countries with quite different labour law frameworks as well as contrasting political and regulatory institutions. These two countries have responded differently to the advent of the platform economy. Adopting an interdisciplinary approach, the paper draws on theories from political science and comparative political economy to explain the different regulatory outcomes observed. Specifically, it is argued that policy and legislative outcomes can be explained by the relative power of political actors and interest groups which are shaped, in turn, by the national system of political parties and the existing industrial relations frameworks."

"In the German public debate, platform work and crowdwork have become the epitome of the dark side of the digital transformation of the working world. Although Germany is marked by a high density of labour regulations, those do not necessarily translate into/create fair conditions for platform workers in the country. At first glance, the historical legacy of strong social partnership between employers' and workers' organisations and the restrictiveness of German labour law mean Germany present powerful regulatory tools to thwart precarity and strengthen workers' rights in the platform economy. However, the spread of non-standard employment and sub-contracting, in combination with increased migration from within and beyond the EU, has given rise to a rather different picture. Assisted by public demands for far-reaching deregulations to secure Germany's international competitiveness as production site, several digital labour platforms have found an environment conducive to growth in Germany. Platform work in Germany is often lauded for its flexibility and low entry barriers, as it provides an easy opportunity to earn an income and can help labour market integration for those who face barriers to standard employment. Nevertheless, important issues are present. The paper aims to shed light on the working conditions of platform workers in Germany. The analysis is founded upon the five core principles of Fairwork. Drawing from documentary analysis, 65 semi-structured interviews with platform workers and 8 interviews with platform managers, the paper finds that the country's relatively stringent labour regulations do not always translate into fair working conditions for platform workers. Although, compared to other countries, many platforms workers in Germany are legally classified as employees, sub-contracting practices, the use of unskilled migrant labour and other platforms' practices undermine many employment rights in practice."
