"Alla luce del quadro teorico dell'economia della convenzioni l'articolo si concentra sui processi di costruzione sociale della conoscenza e sul ruolo giocato nel configurare la creazione e l'evoluzione dello stato sociale. In particolare, il saggio si concentra sulla categoria della “disoccupazione”, la quale a parere dell'Autore mette in luce importanti modalità a partire dalle quali lo Stato sociale si sta evolvendo, influenzato dallo sviluppo dell'Europa, con specifico riferimento alle regole del Metodo Aperto di Coordinamento (OMC). Nella nuova narrativa politica promossa dai responsabili politici europei, vera e propria egemonia cognitiva da cui traggono orientamento le politiche comunitarie, ci si sta allontanando dalla lettura della disoccupazione come categoria al lavoro quale tasso. Questo cambio di paradigma è un processo che trasforma le convenzioni cognitive in strumenti politici: tra le principali conseguenze vi è la riduzione a meri processi di quantificazione della conoscenza a supporto delle politiche, a scapito di descrizioni qualitative, impoverendo così anche la qualità del discorso pubblico in materia di lavoro e le azioni intraprese in suo favore."

"L'ambiguïté du mythe d'Europe est saisissante, de même celle de l'Europe : d'un côté le Grand Récit de fondation, de l'autre l'histoire véritable. Ce livre est l'histoire d'un paradoxe. Croyant travailler à la réalisation de l'Idée d'Europe, le processus européen a, au contraire, créé les conditions de sa disparition. Notre Europe n'est guère plus – la crise le révèle crument – qu'une pièce d'un ordre mondial marchand, néolibéral et financiarisé.

Elle s'est voulue, dès le début, exemplaire d'un tel ordre. Pour comprendre comment cela se produisit, le livre entremêle les fils de deux histoires : celle de l'origine (l'Europe avant le traité de Rome de 1957) marquée par l'échec d'une communauté politique ; celle des chemins qui auraient pu être empruntés par la suite si l'Europe ne s'était pas enfermée dans le marché, puis dans la libéralisation financière.

"Social rights in terms of welfare and work are disappearing from the European political agenda, the more so as austerity is assumed to be the only imperative response to the financial crisis. This book, which collects the results of the leading European integrated research project CAPRIGHT («Resources, Rights and Capabilities: In Search of Social Foundations for Europe»), argues for an alternative way out, which puts the enhancement of citizens' capabilities at the core of the European social model. The contributors show why and how a democracy grounded in economic and social life - where a plurality of voices may be heard, where citizens participate in collective bargaining and public deliberation - is crucial for the Europe's future. The contributions in this book are the result of a four-year period of research and workshops (2007-2010), with the main focus on how lifelong learning, the labour market, employment and social protection combine in terms of personal experience and whether the resources available at certain key points are sufficient, when factors creating risk or discontinuity can impede personal development. " This article considers the transformation of the world of work and its interrelationship with changes in the social regulation of work and social security. The implications of the contradiction between a greater emphasis on autonomy and skills at work and the exclusionary effects of greater selectivity in recruitment are discussed. It is argued that we are witnessing a move to a 'third age' of work and social protection, in which qualitative and participatory aspects come to the fore, alongside aspects of the 'social question' more typical of earlier 'ages' alleviating poverty and reducing unemployment. In conclusion the article considers the role of the European Union in addressing the resulting challenges. "
