"Die Evaluation der ersten Periode der Gemeinsamen Deutsche Arbeitsschutzstrategie (GDA) 2008 – 2012 ist abgeschlossen, seit Juni 2014 liegt der Abschlussbericht der Dachevaluation vor. Die Bilanz des Berichts fällt überwiegend positiv aus: Die Akteure des Arbeitsschutzes verbesserten ihre Zusammenarbeit, viele der selbst gesteckten Ziele wurden erreicht. Unübersehbar waren Anfangsschwierigkeiten. Die Vielfalt der Vorgehensweisen in den Arbeitsprogrammen und die unterschiedlichen methodischen Ansätze erschwerten die zusammenfassende Bewertung der Wirkungen der GDA auf das Arbeitsschutzniveau. Angestrebte quantitativ nachweisbare Wirkungen auf nationaler Ebene – etwa eine deutlich geringere Zahl von Arbeitsunfällen, weniger Arbeitsunfähigkeitstage-Tage durch Muskel-Skelett-Erkrankungen – konnten durch die GDA entweder nicht erreicht werden oder der Einfluss der GDA war nicht nachweisbar. Eine behutsame Modifikation der neu entwickelten Erhebungsinstrumente, der verstärkte Einsatz von Wirkungsindikatoren und zusätzliche Studien zur Identifikation externer Einflussfaktoren wären geeignet und nötig, um die Wirkungen der Strategie zukünftig genauer abschätzen zu können."

"The systematic description and promotion of substitution options and processes is an underdeveloped and often missing element in chemical management and chemical policy discussions. This article describes major barriers and drivers for substitution, and concludes that more specific information can be an essential instrument to overcome those barriers. It also explains the development and features of a large information tool under development called SUBSPORT, an abbreviation for Substitution Support Portal. SUBSPORT is a three-year European project which aims at providing authorities, industry, and stakeholders with information on alternatives for the effective substitution of hazardous chemicals. It will help companies meet the substitution requirements expressed in national, European Union, and international legislation. SUBSPORT will make information available in four languages."

"In 2008 and 2009, a consortium formed by Kooperationsstelle Hamburg, Cardiff University, CIOP and TNO carried out a mandate of the Directorate General Employment, Social Affairs and Inclusion of the European Commission and conducted a study that evaluated the impact of the Chemical Agents Directive 98/24/EC (CAD) in the EU Member States. Along with the examination of the overall effectiveness of the CAD the Commission sought information concerning its practical application at workplace level: successes achieved, difficulties and challenges encountered as well as side effects. The study revealed that while the CAD was widely acknowledged as a comprehensible and coherent regulatory measure, the vast majority of stakeholders and specialists indicated that the main challenges lie in the practical implementation. There are deficiencies and difficulties caused by problems in understanding the complex matter of handling hazardous substances, low risk awareness, lack of expertise and Occupational Safety and Health (OSH) knowledge. The presence and scale of such problems varies with the pattern of chemical use, company size and economic sector. Implementation was not consistent among Member States as well, due to variations in the degree of development of economic and technological infrastructures and OSH policies. Substantial differences were also found in the secondary and tertiary legislation of Member States providing detailed requirements for the safe use of chemicals at workplaces, in the enforcement priorities of Member States, their monitoring and surveillance capacities and in the availability and qualifications of OSH specialists and prevention services."
