"Dans le domaine des politiques et des services sociaux, du droit du travail et de la protection sociale, la répartition des compétences a peu changé depuis le traité initial de la Communauté européenne en 1957. Pourtant, au fur et à mesure des années, l'impact du droit européen des libertés économiques n'a pas cessé de croître. Son influence sur le droit du travail et les arrangements collectifs de protection sociale est de plus en plus mise en lumière avec la nouvelle jurisprudence de la Cour de justice de l'Union européenne. Les acteurs des services sociaux dans les pays membres les plus anciens en sont de plus en plus conscients et ils sont inquiets pour une grande partie d'entre eux, notamment dans les associations. "The current Eurocrisis has demonstrated the ambiguity of ‘European social policy', where, as the Greek case shows, the only place in European Union law where some form of ‘solidarity' is supposed to exist, i.e. ‘social policy', has no direct concern with it. Si les sciences sociales. ont étudié depuis plus de quarante ans " les politiques de l'emploi ", elles ,n'ont pas interrogé en profondeur ce qui sous-tendait la construction de la catégorie en elle-même. Adoptant une démarche sociologique, ce livre entend identifier les sens qu'ont les politiques de l'emploi pour les acteurs qui sont à l'origine. Cet ouvrage met en évidence les redéfinitions successives de la catégorie qui correspondent à des tournants dans le contenu des politiques menées. De la genèse des politiques de l'emploi avec le Fonds national de l'emploi au début des années 1960 à la création de la Prime pour l'emploi au début des années 2000, les thèmes qui ont scandé l'histoire de ces politiques et qui ont engagé de nouvelles manières de regarder et d'agir sur la réalité sont ici analysés. "The main purpose of the present text is assessing EU law from the perspective of its “impact” on national systems of social protection, social services and labour law: how does EU governance affect “social policy” in the Union? After recalling the main characteristics of EU governance and presenting the relevant actors of the making of EU social law, we systematically compare EU and national law with respect to two essential dimensions: EU law making in general and the special case of “social law”. Eventually we arrive at a global comparative assessment of the respective legitimacies of EU law and national legislation. Considered from the point of view of relevant actors interviewed during the research, the dynamics of this interaction emerges as structurally constrained but rather open-ended."

"Flexicurity, as a notion, has spread since 2000, from its use in Netherlands and Denemark. The origin of the word is well known : invented by a sociologist who was an aide to the Dutch minister of labour in 1990. Demark became emblematic of flexicurity in 2004-2005. We compare public and social debates in Denmark and in France during from 2000 to 2008 : we show that the same superficial international discourse was used by both countries but with different goals and within different institutions. International discourses are not a signal of convergence of social systems and labour markets. We could rather say taht common ideas expressed in English are adapted and translated in order to fit the national system so that they can be used as resources by actors in the elaboration of national compromises. From that point of view, "Europeanization" is confined to a superficial layer of political discourses and to their justification at a very abstract and general level."
