"Outlining the economic significance of the role of global supply chains (GSCs) in the organisation of the global economy, this paper initially presents some indications of health and safety outcomes in low- and middle-income counties (LMICs) where GSCs source much of the production destined for use in advanced economies. It goes on to discuss the operational dynamics of these chains and the corporate priorities that they reflect, which, it argues, do little to improve the poor work health and safety (WHS) outcomes in LMICs. It then examines evidence for the effectiveness of various private and public regulatory strategies that are claimed to bring about improved health and safety practices and outcomes among GSC suppliers in these countries. The paper critically evaluates this evidence and argues that, while there may be some examples of effective strategies and regulatory practices in particular contexts, their overall influence remains limited. It identifies and discusses the principal reasons for these limitations and concludes that the global regulation of conditions of labour – including WHS – at the end of GSCs falls well short of universal best practice and is, more generally, insufficient to counter the economic forces working against the maintenance of adequate standards of worker protection."

"The aim of paper is to understand the role and significance of supply chain leverage in promoting health and safety management at sea, the institutional contexts in which it occurs and under which circumstances it is effective.This is a qualitative research study that examined the views of seafarers and their managers on what drives the implementation of occupational health and safety (OHS) management arrangements in two shipping sectors, namely, the independent oil and chemical tanker trade and the container trade. It is based on interviews with seafarers working on board several of these vessels and with representatives of the companies managing and operating the ships.As might be anticipated from previous theorizing of supply chain effects on OHS, the study found there to be strong evidence of its influence on OHS management arrangements on tankers. The most significant driver of this effect for both managers and seafarers appeared to be the surveillance of their OHS arrangements instituted by the heads of the supply chain—in this case the oil majors and their inspection systems. Perhaps more surprisingly, despite the more diffuse, transactional and arms-length supply arrangements in the container trade, in the one case study from this sector examined in the paper, supply chain influences on OHS were nevertheless discernable. However, it also demonstrated the positive role played by the framework for maritime regulation in determining the significance of these influences.Essentially, the results indicate that, under certain conditions, supply chain relations are useful in helping to support implementation of arrangements for OHS management on merchant vessels. However, it also more broadly demonstrates that such leverage is most likely to be effective when it operates within a wider institutional framework in which public regulation and its surveillance by regulatory authorities remains a key element."

"Two case studies of the successful use of supply chains to support the effective management of health and safety on constructions sites are analysed to identify the factors supporting this success. The analysis reveals that a combination of external regulatory pressures and an industry structure facilitative of the establishment and implementation of ‘good practice' played a crucial role in the outcomes achieved. It is concluded therefore that while the findings lend weight to policy initiatives to utilise the power dynamics in supply chains to protect working conditions, they also suggest that surrounding institutional and industrial contexts exert a potentially crucial influence over their effectiveness. Consequently, it is further argued that such initiatives need to be responsively shaped to them. "

"This article uses survey data to explore how far the terms and conditions of voluntary sector staff in Scotland are undergoing a process of reform against the backdrop of the sector's greater engagement in contracting for outsourced public services and a more challenging public expenditure environment. Its findings reveal that they have been undergoing a widespread process of diminution, which would appear to be becoming both deeper and broader. They further argue that this process has been intimately connected to a harsher funding environment and therefore raise the prospect of it intensifying further as the current British government's deficit reduction programme progresses."

"This article is based on a recent study of attempts by a range of British trade unions to access and engage with Polish migrant workers at the community or labour market level, rather than workplace level. The findings suggest that migrant workers can indeed be recruited at this level. Doubts are expressed, however, about the sustainability of new membership gained in this way. These doubts are linked to a marked absence of clear union strategies to create a longer-term nexus of interest with those who are recruited, of the type advocated in, for example, the North American ‘new labor movement' literature. This absence – it is argued – may be less a reflection of a lack of strategic leadership than a product of the difficulties unions face in identifying viable strategies relating to the representation and organization of workers above the workplace level. "
