"In this paper, we investigate the impact of the COVID-19 pandemic on German household income using a micro-level approach. We combine a microsimulation model with labour market transition techniques to simulate the COVID-19 shock on the German labour market. We find the consequences of the labour market shock to be highly regressive with a strong impact on the poorest households. However, this effect is nearly entirely offset by automatic stabilisers and discretionary policy measures. We explore the cushioning effect of these policies in detail, showing that short-time working schemes and especially the one-off payments for children are effective in cushioning the income loss of the poor."

"The aim of this paper is to estimate the effect of minimum wage on employment rates taking into account potential nonlinearity. Focusing on three age groups, we find a significant nonlinear relationship between the minimum wage and employment for the young (15-24 years) and older working-age (55-64 years) groups, whereas for the prime-age workers (25-54 years) the minimum wage does not have a significant non-linear effect. Negative effect of the minimum wages on employment is stronger if the labor markets are otherwise strictly regulated and when workers are relatively unproductive."

"This paper analyzes the impact of the COVID-19 crisis on household income in Austria, using detailed administrative labor market data, in combination with micro-simulation techniques, that enable specific labor market transitions to be modeled. We find that discretionary fiscal policy measures in Austria are key to counteracting the inequality-and poverty-enhancing effect of COVID-19. Additionally, we find that females tend to experience a greater loss in terms of market income. The Austrian tax-benefit system, however, reduces this gender differences. Disposable income has dropped by around 1% for both males and females. By comparison, males profit mainly from short-time work scheme, while females profit especially from other discretionary policy measures, such as the one-off payment for children."

"This report describes the implementation and changing features of job retention schemes in the EU between 2020 and 2022. In response to the COVID-19 health emergency, EU governments swiftly deployed job retention schemes to preserve employment, support businesses and maintain individual incomes. The report shows that, following an initial period during which job retention schemes underwent numerous changes in their eligibility and conditionality criteria, the institutional features of job retention schemes stabilised as the pandemic progressed. Furthermore, the report demonstrates that a high degree of heterogeneity in the features of the schemes was maintained throughout the pandemic and its aftermath. While some of the schemes expired with the end of the pandemic, others were transformed into permanent institutions of the labour market. The report also analyses the employment and distributional effects of job retention schemes, highlighting their significant effects in terms of number of jobs saved and share of personal incomes maintained during the pandemic. An estimated 24.8 million jobs were saved in the EU in 2020 through the use of such schemes. Furthermore, the schemes absorbed more than one-third of the income shock produced by the COVID-19 pandemic in 2020 and more than one-fifth of the income shock in 2021."
