"The essay analyses critically the reform of employment public services and of "active policies", implemented by the decree n. 150/2015 and by the decree n. 151/2015. The paper points out that the allocation of competences between State and regions is uncertain; that many rules of the decrees are generic and obscure. In addition to this, the Government did not carry out any economic investments to develop the public employment services. Therefore, these measures and the new rules concerning income support of unemployed people cannot guarantee security in the labour market. The so-called flexicurity model, that was the program of the Government, revealed to be a complete failure."
