"Als Neue Selbstständige werden nach sozialversicherungsrechtlicher Definition Werkvertragsnehmer/innen und Angehörige einiger freier Berufe bezeichnet. Wesentliches Merkmal dieser Gruppe Erwerbstätiger ist es, dass sie weder den klassischen Selbstständigen mit Gewerbeschein noch den unselbstständigen Arbeitnehmer/inne/n eindeutig zugeordnet werden können. In diesem Artikel wird eine Studie präsentiert, die den Forschungsstand zum Thema Neue Selbstständigkeit aufarbeitet und mit Fokus auf Oberösterreich vertieft. Dabei wird die große Heterogenität der konstant wachsenden Gruppe an Neuen Selbstständigen u.a. hinsichtlich Branchenzugehörigkeit, Arbeitssituation und Unterstützungsbedarf deutlich.
According to Austrian social security law, the term “Neue Selbstständige“ (new self-employed) stands for people who operate under a contract for work and services as well as for members of certain liberal professions. One important characteristic of this group of people in work is the fact that they can neither be unambiguously classified as traditional self-employed (that is to say people with business licence) nor as dependant wage earners. This article presents a study which analyses the current state of research on “new self-employment” and focuses on the situation in Upper Austria. In doing so, the heterogeneity of the constantly growing group of new self-employed with regard to, amongst others, sector, working situation and required support becomes clear."
