"Based on administrative registers from Norway, we examine how unemployment insurance (UI) and active labor market programs (ALMP) affect the transition rates from unemployment to regular employment and entrepreneurship, as well as subsequent earnings levels. We find that both the employment and entrepreneurship hazards rise sharply in response to UI sanctions and UI exhaustion. On average, transitions to entrepreneurship are more profitable than transitions to regular employment. While employment transitions are highly pro-cyclical, entrepreneurship transitions are weakly counter-cyclical. ALMPs targeted at entrepreneurship are rare in Norway, but the few start-up subsidies that are provided are successful in terms of generating paid work."

"We examine the origins and outcome of entrepreneurship on the basis of exceptionally comprehensive Norwegian matched worker–firm–owner data. In contrast to most existing studies, our notion of entrepreneurship not only comprises self-employment, but also employment in partly self-owned limited liability companies. Based on this extended entrepreneurship concept, we find that entrepreneurship tends to be profitable. It also raises income variability, but the most successful quartile gains much more than the least successful quartile loses. Key determinants of the decision to become an entrepreneur are occupational qualifications, family resources, gender, and work environments. Individual unemployment encourages, while aggregate unemployment discourages, entrepreneurship."

"Social entrepreneurship has received substantial general attention, though formal research interest in the concept has been more limited. I propose using the capabilities approach as a unifying theoretical framework in comprehending the concept. This approach is useful in evaluating and then linking the causal, motivational, behavioural and directive dimensions of social entrepreneurship. Consequently, an illustrative theoretical framework is developed to guide future research that is cognizant of the similarities and differences between conventional and social entrepreneurship."

"We define public-sector entrepreneurship as having three distinct components: actions that are innovative, that transform a status quo social and economic environment, and that are characterized by uncertainty. While the literature on public-sector entrepreneurship dates to the mid-1960s, the scholarly foundations on which public-sector entrepreneurship is based date to the writings of Cantillon and Baudeau in the mid- and late-1700s and to Schumpeter in the late-1930s and early-1940s. After summarizing the academic and policy literatures on public-sector entrepreneurship, we illustrate the concept using examples of public-sector initiatives. We conclude the paper with an emphasis on the dynamic nature of public-sector entrepreneurship, and we offer insight into additional areas to which the concept applies as well as policy suggestions for incentivizing further public-sector entrepreneurial actions."

"This study investigates patterns of movement from self-employment to wage employment or to unemployment in Belgium. Non-parametric techniques and complimentary log–log analyses are used to determine the significance of stable individual traits (e.g. gender) and of time-dependent characteristics (e.g. family and organizational context, labour market mobility) in moving back to wage employment or to unemployment. Evidence is provided on the possibility of entrepreneurship acting as a ‘steppingstone' between long-term unemployment and paid work. Yet, significant relationships also emerge between ex-ante time spent in unemployment and the possibility of continued unemployment upon self-employment exit."

"This paper proposes the research framework that locus of control enhances entrepreneurship through the mediating mechanisms of increased social capital in interpersonal networks and improved human capital in personal development. We adopted structural equation modeling to examine the research hypothesis. The research participants comprised managers from 14 enterprises in China; a total of 1002 valid questionnaires were collected. The results revealed that social and human capital mediate the effect that internal locus of control exerts on entrepreneurship. This study provides the following research contributions: first, the findings address the gaps in previous studies regarding the effect that a single dimension (i.e. personality traits) produces on entrepreneurship. Second, by employing the social exchange and human capital theories, we integrated interpersonal and individual perspectives into the research framework to explore factors affecting entrepreneurship, identifying that social and human capital are key-mediating mechanisms through which locus of control influences entrepreneurship. "

"This report presents a framework for analysing Internet openness, the factors that influence it, and its effects. It also presents initial qualitative and quantitative evidence on the effects of Internet openness. Among the key findings are that Internet openness consists of many technical, economic and social elements and that overall openness is vital for reaping the Internet's potential benefits. Those benefits include positive effects on trade, innovation and entrepreneurship, macroeconomic performance, and social wellbeing. However, openness also presents challenges, as bad actors sometimes take advantage of it when conducting malicious activities. While the global, decentralised and interconnected nature of the Internet prevents individual countries from determining openness unilaterally, governments nevertheless take policy actions that can affect openness. Policymakers should bear in mind that even though there are legitimate reasons for setting certain boundaries, drifting away from a general preference for Internet openness is economically and socially costly."
