Labour. Review of Labour Economics and Industrial Relations

"Temporary work has been an important component of employment growth in Italy since the early 1990s. This paper focus upon labour market transitions of temporary workers in order to test whether temporary work enhances the subsequent labour market chances. We use propensity score matching to compare subsequent employment outcomes of people who have recently acquired a temporary job with those of people who remained unemployed. Individuals' hetero geneity explains a good amount of the raw differences in the subsequent labour market status of temporary workers and the comparison group. Yet there appears to be a sizable net gain from experiencing a temporary work. Our benchmark average estimate is a 30 percentage points rise in the ‘satisfactory employment' chances 1 year after the start of the temporary work experience. The net gains are the largest for females and adult people and the areas with low unemployment; moreover, gains are the largest for the most recent years in our sample and for those people who were (according to the propensity score estimates) either least or most likely to exit from unemployment."

"Daniele Zaccaria, Emma Garavaglia The combination of institutional variables defining different welfare and productive regimes lead to different degrees of inclusion of older workers in the labour market and to different degrees of protection of older workers from work-related risks deriving from the globalization process. Moreover, the institutional setting also influences the degree of significance that individual characteristics have in shaping employment biographies in later life. By adopting an institution and individual- centered approach, the paper analyses the most critical characteristics that sustain older workers' employability and employment performance, from a cross-national perspective. In particular, it focuses on the role of human capital. Appling longitudinal models to SHARE data we estimate the effect of three different dimensions of human capital (educational level and informal training) on older workers' employability and employment performance in different institutional contexts. "

"This work points to the youth experience gap as a key concept to explain the meager employment opportunities and earnings many young people face. The transition from education to work remains a long dark tunnel around the world. However, this book shows that there are striking differences between countries: in Germany, the young people of today are no worse off than their adult counterparts, while in Southern European and Eastern European countries they fare 3 through 4 times worse.

The current economic and financial crisis has further exacerbated the situation for young people in many advanced economies. Observers are divided as to the optimal design of youth employment policy. Liberalists believe that the market itself should address youth disadvantages. More flexible labor markets should also guarantee greater labor turnover, including temporary work, so as to allow young people to move from one job to the next until they accumulate the work experience they need to become more employable and find the right career. In contrast, other economists oppose approaches focusing on entry flexibility and temporary work, claiming that the former type helps only the most skilled and motivated target groups, while the latter only allows young people to gather generic, not job-specific work experience."

"This paper aims at measuring the potential role of the field of education and the fact of having worked during studies on the employability of the higher educated (ISCED 5-6) cohort targeted by the ET2020 graduates' employability benchmark. Design/methodology/approach - Using the same data source as the benchmark (i.e., the annual LFS microdata from 2004 to 2010), and exploring the additional transition questions collected in the LFS 2009 ad-hoc module, we define and test four hypotheses using a probit approach on each EU country. Findings - The degree plays a significant role in the employability of young graduates across countries and time. In terms of probability of employment, the leading field is Health and welfare. In terms of type of contracts, the leading fields are Social sciences and Engineering. Moreover, what labour markets seem to value the most is the capacity of higher educated students to combine high level studies and work, i.e. a high workload capacity and intellectual flexibility. Practical implications - Reaching the new European target of a minimum of 82% of employment of young graduates will require countries to invest wisely in the most "employable" fields of education. This analysis will help policy makers in their future orientations towards that target. Originality/value - The originality of this work lies in its exploration of the exact same extraction of microdata used for the computation of the ET2020 Benchmark indictor and in its immediate political implications for the monitoring of this benchmark."
