"Computerized compliance of Personal Protective Equipment (PPE) is an emerging topic in academic literature that aims to enhance workplace safety through the automation of compliance and prevention of PPE misuse (which currently relies on manual employee supervision and reporting). Although trends in the scientific literature indicate a high potential for solving the compliance problem by employing computer vision (CV) techniques, the practice has revealed a series of barriers that limit their wider applications. This article aims to contribute to the advancement of CV-based PPE compliance by providing a comparative review of high-level approaches, algorithms, datasets, and technologies used in the literature. The systematic review highlights industry-specific challenges, environmental variations, and computational costs related to the real-time management of PPE compliance. The issues of employee identification and identity management are also discussed, along with ethical and cybersecurity concerns. Through the concept of CV-based PPE Compliance 4.0, which encapsulates PPE, human, and company spatio-temporal variabilities, this study provides guidelines for future research directions for addressing the identified barriers. The further advancements and adoption of CV-based solutions for PPE compliance will require simultaneously addressing human identification, pose estimation, object recognition and tracking, necessitating the development of corresponding public datasets."

"Das Arbeitspapier nimmt die Rechtsprechung des Europäischen Gerichtshofs mit seiner starken Integrationswirkung (Weiler 1981; Scharpf 1999; Kelemen & Schmidt 2012) als Ausgangspunkt und stellt die Frage, in welcher Weise dieses Richterrecht in nachfolgender EU-Gesetzgebung aufgegriffen wird. In zwei Fallstudien zum Umgang der Dienstleistungsrichtlinie mit der Kostenerstattung für Gesundheitsleistungen und zur Verankerung von Sozialhilfeansprüchen erwerbsloser Unionsbürger in der Unionsbürgerrichtlinie zeigt sich, dass die Befolgung vorangegangener EuGH-Rechtsprechung durch nationale Verwaltungen und Gerichte die Bereitschaft der Mitgliedstaaten zur Kodifizierung in einem europäischen Gesetz beeinflusst (vgl. auch Conant 2002; Alter 2009). In beiden Fällen kam es jedoch zu Entscheidungen von Regierungen und Kommission, die der Compliance mit der Rechtsprechung und den daraus zu erwartenden Positionen nicht entsprachen. Die dafür verantwortlichen Handlungszwänge liegen einerseits in der unterschiedlichen Öffentlichkeitswirkung von Richterrecht und Gesetzgebung begründet, andererseits in Wechselwirkungen zwischen einzelnen Policyaspekten und der Notwendigkeit zur Prioritätensetzung. Abschließend wird festgestellt, dass es nicht nur zu diesen Aspekten weiterer Forschung bedarf, sondern auch zur Compliance mit europäischem Richterrecht und zu ihrer Auswirkung auf europäische Verhandlungspositionen (vgl. Blauberger 2012; Schreinermacher 2014: 240-244)."

"The Bangladesh ready-made garment industry has recently been the scene of a number of major accidents, with the collapse of the Rana Plaza on 24 April 2013 as the deadliest garment-factory accident ever known. Under renewed international pressure for multinational corporations (MNCs) to take responsibility for working conditions in these factories, two initiatives have been adopted with the involvement of leading European and North-American brands. With these initiatives, the MNCs claim to improve their corporate social responsibility (CSR) vis-à-vis those factories. From a regulatory perspective, they represent cases of transnational private regulation (TPR). Although CSR and TPR are increasingly common, these initiatives have been received with mixed enthusiasm, as they exist in a legal vacuum raising questions about their legal status, legitimacy, implementation and compliance mechanisms. These questions will be addressed in this article about the Bangladesh initiatives, in order to ascertain whether they have the potential to contribute to safe working conditions in the Bangladeshi garment industry, or rather if they should be seen as window-dressing."

Although contribution collection and compliance have important social protection, political and fiscal dimensions, frames the pursuit of these objectives as an aspect of administrative good governance. Suggests that seven core factors combine often to form the basis of success in contribution collection and compliance. Argues that in addition to improving benefit adequacy and the financial health and public standing of programmes, such success may support also national and international efforts to extend social protection coverage. "The aim of this investigation was to setup the procedure to measure the efficiency of market control activities in the European framework. This was carried out by means of analysing the data collected in the last five campaigns of control of industrial products (Cordero and Muñoz Sanz, 2009), performed yearly by the Safety Machinery Lab (Spain). The reliability of the control process or a certain product regarding safety is thus characterised by means of a mathematical model.
The goal of each campaign is to verify whether a particular product falls within the scope of the Machinery Directive (Directive 2006/42/EC, 2006 and xxx, 1644) (on forwards MD).2 This implies to verify compliance with essential health and safety requirements related to the design and construction of machinery and, to test machine according to related Harmonised Standards.
A methodology of experimental design was applied. Sample context (representative population, experimental design, selection criteria) and final sample were defined from data collected during 2002–2006 campaigns.
In a first phase, data were analysed to evaluate their quality, to arrange them in a proper way and to make a trend analysis. Repeated behaviours in the same population (analysis of signpost) were also checked and relations among different product types were setup.
Once the preliminary conclusions were got from this qualitative study, a second phase, quantitative, based on the mathematical post-processing of testing results was developed. It lays down the base that supports the mathematical model. This second phase, which represents the behaviour of the activities of market control, is the matter of discussion of present paper."

"Enforcement of and compliance with laws and regulations in the single market of the European Union are not only legally necessary, but also of crucial economic importance for business, consumers and the EU economy at large. This book provides a comprehensive overview of the current EU enforcement landscape and its functioning. The classical infringement route via the Court of Justice of the European Union remains critical as a last resort, but it is increasingly seen as very slow and costly. The new emphasis relies heavily on a range of pre-infringement as well as preventive initiatives that prevent new technical barriers from arising. They also tend to be far less costly and more rapid, informal and effective in pursuing a properly functioning internal market. These improvements are welcome news for the single market, yet EU enforcement still has problems to solve, for example in the area of public procurement."
