"This paper exploits variations in the timing of telecommunications reforms across Europe to analyze the relationship between the rise of alternative work arrangements and the emergence of the Internet. The paper evaluates whether sectors that are technologically more dependent on information and communications technologies experienced disproportionately larger changes in their employment outcomes after telecommunications reforms were introduced. The main results point to a disproportionate increase in total employment, part-time work, and home-based work among information and communications technologies–intensive sectors after the implementation of telecommunications reforms. The analysis does not find a link between the incidence of temporary employment, self-employment, second job holding, and telecommunications reforms. The main results are robust to several specifications."

Technologies must provide some level of performance and price for specific applications before they will begin to diffuse and technologies that experience rapid rates of improvement are more likely to become economically feasible for a growing number of applications than are other technologies. Drawing from a large data base on rates of improvement, this paper describes a set of plausible futures that are very different from ones that are presented in public forums."

"We evaluate the impact of a major European state aid program for broadband deployment applied to rural areas in the German State of Bavaria in the years 2010 and 2011. Using difference-in-differences estimation strategies, we find that aided municipalities have – depending on broadband quality – a between 16.8 and 23.2 percent higher broadband coverage than non-aided municipalities. This increase in broadband coverage – closing the digital divide – results in an increase of on average seven employed individuals living in the respective aid-receiving municipalities while leaving the number of employed or selfemployed individuals or wages unaffected. We therefore conclude that an increase in broadband coverage through state aid prevents rural areas from depopulation, but does not contribute to a further closing of the economic divide in the form of creating new jobs."

"This article develops and applies a framework for analyzing the relationship among institutions, cost structures, and patterns of labor–management contestation over organizational boundaries. Collective negotiations related to the externalization of call center jobs are compared across 10 incumbent telecommunications firms located in Europe and the United States. All 10 firms moved call center work to dedicated subsidiaries, temporary agencies, and domestic and offshore subcontractors. A subset of the firms, however, later re-internalized call center jobs, in some cases following negotiated concessions on pay and working conditions for internal workers. Findings are based on 147 interviews with management and union representatives, archival data on restructuring measures and associated collective agreements, and wage data gathered through collective agreements and surveys. The authors argue that variation in outcomes can be explained by both the extent of the cost differentials between internal and external labor and the ease of exiting internal employment relationships, which in turn affected patterns of contestation associated with externalization measures."
