Intereconomics. Review of European Economic Policy

"This paper studies whether a monetary union can be managed solely by a rule-based approach. The Five Presidents' Report of the European Union rejects this idea. It suggests a centralisation of powers. We analyse the philosophy of policy rules from the vantage point of the German economic school of thought. There is evidence that a monetary union consisting of sovereign states is well organised by rules, together with the principle of subsidiarity. The root cause of the euro crisis is rather the weak enforcement of rules, compounded by structural problems. Therefore, we suggest a genuine rule-based paradigm for a stable future of the Economic and Monetary Union."

"Is Belgium threatened by secession? In this article we highlight why Belgium is unlikely to experience the secession of Flanders and investigate Belgium's journey to federalism. We first call upon tools provided by economic theory. Then we turn to facts, first having a look at Belgium's history and second presenting the six reforms of the state which occurred between 1970 and 2013, progressively increasing the autonomy of Belgian regions and communities and making Belgian federalism an evolutionary, maybe endless, repeated game whose players have different strategies: an offensive one for the north and a conservative one for the south. Then we examine the contemporary dangers and discuss the outcome of Belgian game from the point of view of fiscal federalism and subsidiarity."

"This article evaluates the recent (March 2012) legislative initiative by the European Commission for a regulation (known as Monti II) on the exercise of the right to take collective action within the context of the freedom of establishment and the freedom to provide services. The authors put forward a critique of the legal basis, content and form of the proposal, which has already been challenged by Parliaments in twelve Member States. The authors propose the adoption of a revised initiative that would make a clear commitment to international law and labour standards. It should recognize the autonomy of the social partners and a margin of manoeuvre for trade union action, foreseeing only limited judicial review in accordance with international practice. The proposed articles on dispute resolution and an alert mechanism should be deleted, and the appropriate form of the revised proposal could be based on guidelines adopted on the basis of Article 26(3) TFEU."
