"Les États-nations étant attachés à leurs prérogatives en matière de politiques relatives aux personnes âgées, on pourrait en déduire que ces politiques se prêtent peu à un traitement au niveau supranational. Pourtant, un certain nombre d'instruments communautaires influent directement ou indirectement sur les politiques nationales conduites dans ce domaine. Alors que la recherche en sciences politiques s'intéresse essentiellement à la méthode ouverte de coordination (MOC) sur les retraites, nous montrons que ces instruments sont en réalité plus anciens, plus larges et plus influents que la MOC. Nous nous plaçons dans une perspective d'analyse des politiques et posons les questions suivantes : quand et comment ces instruments ont-ils été élaborés ? Quels sont leurs effets (potentiels) ? Nous démontrons que l'on surestime en général la puissance des instruments de pilotage non contraignants qui visent à impulser des réformes dans le domaine des retraites tandis que l'on sous-estime souvent l'influence qu'exerce l'Union européenne sur la marge de manœuvre des États en matière de vieillissement et de retraite, à travers les instruments législatifs relatifs aux droits individuels à l'égalité de traitement ou à la liberté de mouvement des capitaux et des personnes. L'analyse fait appel à des études de cas portant sur différents instruments d'action et repose sur vingt-six entretiens et sur l'étude de sources primaires et secondaires."

"This paper aims to capture the implications of the Lisbon Strategy (LS), and in particular the Open Method of Coordination (OMC), for the future of Social Europe (SE) at EU level in a diachronic perspective. To do so, three intellectual exercises will be carried out. In the first part I outline the contours of the LS, its aims, achievements, assessments and the reforms it has undergone. The second part presents what I consider to be the structuring meta-features and main characteristics of Social Europe at EU level over 50 years of functioning: 12 key features will be provided for a meta-level analysis. In the third part, I examine to what extent the LS in its social and employment dimensions and the various OMC processes are in line with these 12 key features: the idea is to point out which of these ‘traditional' features are taken up and carried forward by the LS (a continuity scheme), and which are the features for which the LS differs from the previous approach, opening new routes for Social Europe (a discontinuity scheme)."

"This book examines how and to what extent the European Employment Strategy and the Open Method of Coordination (OMC) on Social Protection and Social Inclusion have influenced national labour market and social welfare policies.

Focusing on the implementation of the OMC in different national environments, this book examines how the proposals and targets of the OMC are interpreted and implemented within the context of existing national employment and welfare regimes. At a theoretical level and on the basis of national case studies, the book considers how OMC objectives, guidelines, targets, and recommendations may reshape the domestic institutional framework, how learning and participation of governmental bodies are organized across different hierarchical levels, and how non-state actors may be involved in the formulation and implementation of national reform plans. The authors conclude that the OMC has contributed significantly to both substantive and procedural reforms, in spite of the many institutional barriers to Europeanization in this policy area.

Featuring comparative case studies across a number of European states, this book will be of interest to students and scholars of sociology, political science, public policy, and international relations."

"La Stratégie européenne pour l'emploi a-t-elle un impact substantiel sur les politiques nationales ? L'article s'interroge sur son efficacité en matière d'européanisation des politiques de l'emploi et, plus largement, sur l'articulation des politiques économiques et sociales au niveau communautaire. Malgré la méthode de coordination ouverte, les politiques nationales restent des agrégats de programmes nationaux. Une esquisse de théorie des transformations liées à la SEE dégage trois types : transformations des représentations et des discours nationaux, transformations organisationnelles, convergence effectives des programmes et des systèmes et conclut que la diversité nationale ne s'est pas réduite. Quant à la macroéconomie et à l'emploi, ils restent des domaines séparés."
