Journal of European Social Policy - vol. 13 n° 4 -

"The purpose of this paper is to obtain, by combining two longitudinal perspectives, a more detailed national picture of poverty in the member states of the European Union, using the first four waves (1994–7) of the European Community Household Panel (ECHP). In addition to this detailed consideration is given to the time dimension, poverty incidence, poverty gap and poverty intensity. Overall, the ranking across countries and dimensions is relatively robust. Denmark and Portugal differ from the rest of the countries in each dimension. Other exceptions include France and Ireland, where poverty intensity is considerably lower than in the other welfare regimes. The results in terms of the different subgroups of poor individuals, namely transitory, intermittently and persistently poor, emphasize the importance of a more differentiated perspective on poverty, in particular concerning the relationship between social and demographic characteristics and individuals' long-term income situation."

"The corona pandemic and the political measures undertaken to contain it are changing the working conditions of many people in Germany. Based on data from the first tranche of a supplementary survey (SOEP-Cov) to the German Socio-Economic Panel (SOEP), this study analyzes the effects of the corona crisis on Germany's working population in 2019. In this paper, we investigate how severely people have been affected by the pandemic in three dimensions: individual level of education, gross individual earned income in 2019, and equivalent net household income in 2019. The key findings are that just under 20 percent of the working population are working reduced hours (on “short-time work”), and a good third are working partially or completely from home. Reported working hours have fallen by an average of four hours per week compared to the previous year. The extent to which working people have been affected by the corona crisis differs across the three dimensions. It is primarily those with higher incomes and a higher level of education who are using the opportunity to work from home, whereas those with a lower level of education are more likely to be on short-time work. Although most employees are not concerned about their own financial situation, they are concerned about the overall development of the German economy as of spring 2020."

"Background: As a response to the spread of the coronavirus in Germany, day care centres and schools closed nationwide, leaving families to grapple with additional child care tasks. In Germany, as in many other societies, women shoulder the lion's share of housework and child care responsibilities. While the gendered division of household labour has shifted in recent years as men have become more engaged in the upbringing of their children, it was hypothesised that the coronavirus crisis may have resulted in a re-traditionalisation of behaviour. This paper examines this hypothesis by analysing how the time fathers spent with their children changed over the course of the coronavirus crisis in the case of Germany. Methods: Data for this investigation come from the German Socio-Economic Panel (GSOEP). The outcome variable is the time spent on child care tasks. We investigate how the time parents spent with their children changed between 2019 and spring 2020, and how these patterns differed by gender, education, and employment situation. As a method, we employ linear panel regressions where the dependent variable is the change in childcare time between the two survey years. Results: We find that fathers and mothers expanded the time they spent on child care to similar degrees between 2019 and spring 2020, which marks the climax of the coronavirus crisis. However, we also observe large differences by level of education. In particular, we find that men with low and medium levels of education spent more time with their children than they did before the onset of the crisis. This finding is at odds with the results of prior studies on fathers' involvement, which showed that highly educated men tend to be the vanguards of paternal involvement. Contribution: Our study provides novel evidence on the effect of the coronavirus crisis on fathers' involvement in child care. Contrary to expectations based on previous research, we find that fathers significantly expanded the time they were spending with their children over the course of the crisis. While we also find that women continue to perform the bulk of child care tasks, our results cast a positive light on the potential of paternal involvement in contemporary societies."
