"This article describes the history, the legal context and the mechanism of construction of EINECS. It also summarises the most important criteria for inclusion of industrial chemical substances, gives background information on rationales of decisions regarding this inventory. EINECS serves, in the first instance, community?wide as a legal tool for distinguishing “existing”; from “new”; chemicals. The latter have to be tested before being placed on the market. EINECS, which is fixed in time, includes 100,102 substances, some 18,000 of which are poorly defined ("UVCBs")."

"A la demande du ministère du travail, une enquête a été réalisée en France afin d'identifier les agents chimiques CMR (Cancérogènes, Mutagènes ou Reprotoxiques) couramment utilisés en milieu professionnel et d'évaluer le nombre de salariés potentiellement exposés par secteur d'activité.Les données statistiques nationales, européennes et les informations collectées auprès d'un échantillon représentatif de 2 000 établissements appartenant à 30 secteurs d'activité ont été analysées pour estimer la consommation annuelle de 324 agents chimiques CMR et de plusieurs centaines de dérivés pétroliers. La prévalence de trois procédés classés cancérogènes a également été étudiée.Les résultats de cette enquête indiquent que 4, 8 millions de tonnes d'agents chimiques CMR ont été consommés en France en 2005. Pour 10 agents chimiques CMR la consommation est supérieure à 100 000 tonnes/an alors que pour 168 CMR la consommation était très faible ou nulle. Les industries pharmaceutique et chimique sont les principaux consommateurs primaires d'agents chimiques CMR même si les agents chimiques CMR sont largement utilisés dans un grand nombre de secteurs d'activité en raison de leur présence dans des formulations de produits industriels. Dès lors qu'elle est possible, la substitution des CMR de catégories 1 et 2 est réalisée. La production d'auramine n'existe plus en France, alors que la fabrication de l'alcool isopropylique et le raffinage du nickel concernent un faible nombre de salariés. L'exposition aux agents chimiques cancérogènes par le biais des dérivés pétroliers concerne principalement les raffineries, le transport des carburants et les opérations de maintenance en pétrochimie ou dans les garages.Tous les résultats de cette enquête CMR seront rassemblés dans une base de données, publiée sur le site web de l'INRS."

"The Project on Emerging Nanotechnologies (PEN) product database began in 2005. The PEN Consumer Products Inventory (CPI) has been frequently cited in scholarly and popular articles as well as reports from government and industry. The CPI has been used to establish a baseline or benchmark on the pervasiveness of products produced by nanotechnology and/or incorporating nanoparticles. In this article, a team of researchers examine and validate a sample from the CPI involving four prominent categories of nanoparticles (carbon, gold, silver, and iron). The authors conclude that the CPI has substantive deficiencies that call the validity of claims associated with the CPI into question. Individuals and organizations citing the CPI should be wary of over-claiming the reliability and validity of the presence of nanotechnology in consumer products."

"This report was commissioned by the International Joint Commission (IJC) Work Group on Chemicals of Emerging Concern in order to assess the ability of existing policy structures to identify, assess, control, and prevent exposures to chemicals of emerging concern in the Great Lakes. In conjunction with the Canadian Environmental Law Association and the Lowell Center for Sustainable Production, the Work Group defined the scope of policies and programs that were to be included in this analysis. Given time and limited funding for the analysis, this scope included only policies and programs that broadly address the inherent hazards and exposures to a particular substance or group of substances (including identification, testing, and prevention – also called “chemicals policy” or “chemicals management policy”) and excluded media-specific policies and programs (i.e., water, air, sediment) as well as those that address only the end-of-pipe management of emissions. Although the report is substantially dedicated to the analysis of a limited number of policies and programs, the companion inventory highlights over 50 Canadian policies (including regulations and statutes) and programs, and over 200 U.S. municipal, state, regional, and federal policies and programs. This inventory provides a robust high-level summary of the breadth and depth of existing policy structures in the U.S. and Canada. Due to the sheer number of these policies, the inventory does not include an analysis of the strengths, weaknesses, or adequacy of each one, but rather summarizes areas where policies do exist. We recognize that, given the wide range of policies and programs in the Great Lakes region, there may be some policies and programs that were not identified in our research."

"Chlorine is the origin of many of the world's most problematic chemicals and products, including polyvinyl chloride (PVC), used in building and construction. There is extensive interest in the building industry in the manufacture and use of chlorine. A necessary first step in reducing the environmental health impacts of chlorine in the supply chain of PVC and other chlorine-based products is to create a public global inventory of chlorine, vinyl chloride monomer, and PVC producers."
