Transfer. European Review of Labour and Research

"In June 2003 the Executive Committee of the European Metalworkers' Federation (EMF) adopted guidelines for negotiations on the introduction of a European Company (SE) under the European Company Statute. These guidelines are binding on EMF-affiliated trade unions. The guidelines set out a common understanding and political decisions reached within the EMF with regard to the European Company Statute, and, more specifically, the information, consultation and participation rights of workers in an SE. These rights involve the possible participation of workers' representatives and/or trade union representatives in the boards of directors or supervisory boards of SEs. The development of these guidelines was not an easy exercise for the EMF because of national differences on this issue, in particular with regard to participation rights. However, the process was necessary in order to be able to have a common European trade union position in any future negotiations with companies seeking to become an SE."

"industriAll Europe, and its predecessor European Trade Union Federations in the manufacturing, mining and energy sectors, has played a key role in the formation and development of European Works Councils (EWCs) since the inception of pioneer transnational information and consultation bodies in the 1990s. Some 560 EWCs now operate under its remit, accounting for half the total currently functioning. To date, only fragmentary accounts exist of its over 20 years of practical and political experience in assisting EWCs. This article thus provides a unique insight. We examine the demographics of these EWCs and discuss how industriAll Europe handles European worker representation, provide a critical assessment of the Recast EWC Directive and outline the broad range of instruments and policies developed over time to guide and support EWCs in industrial sectors."

"2024 is historic in the story of global democracy. Around four billion people will vote in more than 40 countries. But in what state do we find democracy? The facts speak for themselves – if democracy was a hospital patient, it would need constant care. The global trade union movement, as the world's largest social movement, needs to stand up For Democracy.

Democracy and democratic values are under attack worldwide. Unregulated, neo-liberal globalisation has left billions of people behind and this breeds support for right-wing populists. This has fed a rising tide of authoritarian and totalitarian regimes which neither respect limits on their power nor protect the freedoms and rights of workers, minorities, civil society or trade unions. We face an increase in corporate capture, resulting in the dismantling of established trade union rights and civil liberties and an exacerbation of economic inequalities.

We see more and more the blatant destabilisation and dismantling of political processes in once-established democracies where extremists use traditional and modern media platforms to spread far-right political narratives and disinformation...."
