"This report sets out the elements for the design of a streamlined and future-proof policy on innovation and entrepreneurship in Europe. It is the result of a collective effort led by CEPS, which formed a Task Force on Innovation and Entrepreneurship in the EU, composed of authoritative scholars, industry experts, entrepreneurs, practitioners and representatives of EU and international institutions. The result of these deliberations is a set of policy recommendations aimed at improving the overall environment and approach for entrepreneurship and innovation in Europe and a new paradigmatic understanding of the role that innovation and entrepreneurship can and should play within the overall context of EU policy. "There is a growing awareness that climate change is posing an existential threat to humankind, largely as a result of our massive manipulation of the environment. The EU has set itself long-term goals for decarbonisation, but its individual policies are not always fully consistent with these objectives. Indeed, existing policies are unlikely to promote the systemic innovation that is needed to shift EU production and consumption paradigms towards enhanced sustainability.



In this accessible and timely report, which is the fruit of collaboration between CEPS and the i24c platform, the authors look at EU policies and propose ten steps to align EU rules with long-term objectives. "This report contains a measurement of a number of baseline acts that have been included in the Extension List annexed to the Action Programme on Administrative Burdens, or in the Sectoral Reduction Plans. It also includes a measurement of the related amending acts / amending proposals. The main goal of this report is to extend the baseline measurement of administrative burdens generated by the EU legislation, enlarging the original group of 42 acts measured by the Consortium. Furthermore, we provide an assessment of whether some of the policy initiatives of the first Barroso Commission have generated a significant change in the baseline since 1 January 2005. In particular, we analyse 2 baseline acts from the Extension List (Priority Area: Environment). For both of them, we also analyse the related amending proposals. Subsequently, we assess the impact of 3 reduction measures1 included in the Sectoral Reduction Plans, 2 from the Priority Area Cohesion Policy and 1 from the Priority Area Taxation and Customs. All of them amend baseline acts included in the Original or in the Extension List."

"Despite still being in its infancy, artificial intelligence (AI) has already shown enormous potential to advance humanity towards new frontiers of prosperity and growth. Due to its powerful force, however, AI can also pose significant risks, which should be handled with the utmost care, but not with fear. The world's top political leaders have understood AI's disruptive potential and are rushing to secure a competitive advantage in this crucial emerging domain, even at the price of reviving old-fashioned industrial policy. At the same time, academia and civil society are calling for widely shared ethical principles to avoid negative repercussions. In this fast-changing context, Europe is struggling to keep pace with superpowers like the United States and China.

This report summarises the work of the CEPS Task Force on Artificial Intelligence, which met throughout 2018. Arguing that the EU and its member states are uniquely positioned to lead the global community towards responsible, sustainable AI development, its members call upon European leaders to focus on leveraging AI's potential to foster sustainable development in line with the 2030 Agenda. The report puts forward 44 recommendations on how to design and promote lawful, responsible and sustainable AI and how to approach future policy and investment decisions with the aim of positioning Europe in the driver's seat to address the most disruptive technology transition of our times."
