More specifically, it assesses whether and to what extent digitalisation can contribute to the creation of a true single market for retail financial services and non-life insurance. "There is a growing awareness that climate change is posing an existential threat to humankind, largely as a result of our massive manipulation of the environment. The EU has set itself long-term goals for decarbonisation, but its individual policies are not always fully consistent with these objectives. One of most visible projects has been the Horizon 2020 strategy, which devotes unprecedented levels of funding to the promotion of R&D and innovation. But does this strategy address the right issues to promote innovation? Is Horizon 2020 right to ignore geographical considerations when allocating funding? What policy instruments does Horizon 2020 recommend, and has it led to novel strategies being employed, beyond the increase in R&D funding? What steps are individual countries taking? Most importantly, what impact is Horizon 2020 actually having on innovation in the EU?"

"Private governance is currently being evoked as a viable solution to many public policy goals, although the current track record of private regulatory schemes is mixed. Policy guidance documents around the world still require that policy-makers give priority to self- and co-regulation, with little or no additional guidance being given to policy-makers to devise when, and under what circumstances, these solutions can prove viable from a public policy perspective."

"This report contains a measurement of a number of baseline acts that have been included in the Extension List annexed to the Action Programme on Administrative Burdens, or in the Sectoral Reduction Plans. It also includes a measurement of the related amending acts / amending proposals. The main goal of this report is to extend the baseline measurement of administrative burdens generated by the EU legislation, enlarging the original group of 42 acts measured by the Consortium. Furthermore, we provide an assessment of whether some of the policy initiatives of the first Barroso Commission have generated a significant change in the baseline since 1 January 2005. In particular, we analyse 2 baseline acts from the Extension List (Priority Area: Environment). For both of them, we also analyse the related amending proposals. Subsequently, we assess the impact of 3 reduction measures1 included in the Sectoral Reduction Plans, 2 from the Priority Area Cohesion Policy and 1 from the Priority Area Taxation and Customs. All of them amend baseline acts included in the Original or in the Extension List."

"Innovation policy is increasingly coming under the spotlight in the European Union, and has been given a prominent role in the EU 2020 strategy and in the flagship initiatives that will aim to ensure that Europe succeeds where the Lisbon strategy failed.
In years to come, problems such as the fragmentation of competences at EU and member state level; the need to fill the ‘skills gap' and address the changing nature of innovation; the absence of a Community patent and a common framework for litigation; the need to refine the EU policy on technology transfer and standardisation; and the need to provide suitable funding instruments to boost the potential of innovative companies will all take on more urgency."

"This report is the product of a joint project initiated by the Centre for European Policy Studies and the Swedish Confederation of Enterprise. Three expert groups of academics, policy-makers, business representatives and other stakeholders were formed to analyse the major issues and challenges facing the European Union today and to put forward recommendations for reform that can realistically be implemented in the short and medium term. The expert groups focused on EU Decision-Making, Better Regulation and Implementation & Subsidiarity."

"Despite still being in its infancy, artificial intelligence (AI) has already shown enormous potential to advance humanity towards new frontiers of prosperity and growth. Due to its powerful force, however, AI can also pose significant risks, which should be handled with the utmost care, but not with fear. The world's top political leaders have understood AI's disruptive potential and are rushing to secure a competitive advantage in this crucial emerging domain, even at the price of reviving old-fashioned industrial policy. At the same time, academia and civil society are calling for widely shared ethical principles to avoid negative repercussions. In this fast-changing context, Europe is struggling to keep pace with superpowers like the United States and China.

This report summarises the work of the CEPS Task Force on Artificial Intelligence, which met throughout 2018. Arguing that the EU and its member states are uniquely positioned to lead the global community towards responsible, sustainable AI development, its members call upon European leaders to focus on leveraging AI's potential to foster sustainable development in line with the 2030 Agenda. The report puts forward 44 recommendations on how to design and promote lawful, responsible and sustainable AI and how to approach future policy and investment decisions with the aim of positioning Europe in the driver's seat to address the most disruptive technology transition of our times."
