"Competition practices are facing a growing range of criticisms amid concerns with corporate power at an all-time high. This raises a number of challenges, including adverse impact on sustainability issues and the widening of income inequalities. As far as the labour market dimension is concerned, the failure of competition policies and enforcers to assess and address the impact of growing corporate power on workers is contributing to lower employment, wages and working conditions.

This ETUC report raises questions about the apparent unwillingness of EU competition authorities to address the asymmetry of power between capital and labour. Demonstrating the shortcomings of competition policies with a narrow focus on only business efficiency and consumer interests, the study highlights the need for scrutiny of EU competition policies from a labour market perspective."

HesaMag - n° 5 -

"In November 2011, the European social partners notified the European Commission of their plans to start negotiating on working time. They have set a deadline ofSeptember 2012 to agree on a revision of the Working Time Directive after an unfruitful five years of discussions by the European institutions. The rocky roadtravelled shows the enormity of the task which will not be plain sailing, despite both sides' avowed commitment to shoulder their responsibilities."

"This issue of the Policy Brief - European Social Policy highlights the potential positive impact that the Lisbon Treaty could have on public services in Europe. Section 1 of this contribution by Séverine Picard, Legal Adviser of the ETUC, provides an overview of the current legal situation, revealing the conflictual relationship between EU internal market and competition rules on the one hand and public services on the other. The second section of her contribution takes the view that an ambitious reading of the new provisions of the Lisbon Treaty could lead to a radical change of approach. In her view the Lisbon Treaty offers the possibility to redefine the internal market concept in relation to Services of General Economic Interest (SGEI) and to define a new set of rules accordingly."
