"Using household and labour force survey data from 11 developing countries, the authors calculate rates of minimum wage compliance for formal/informal employees covered by current legislation and assess the average “depth” of violations. Though compliance is negatively related to the ratio of minimum to median wages, countries with a national minimum wage set at a meaningful level typically achieve higher compliance rates than countries with occupational or industry-specific minimum wage systems. However, better compliance – especially for women, ethnic groups, and unskilled and informal workers – also depends on contextualized yet comprehensive minimum wage policies combining union/employer involvement, awareness-raising and credible enforcement."

"This article reviews the current state of research on unemployment dynamics in macroeconomic models. In particular, it discusses the increasingly widespread use of the labour-market flow approach as implemented via a search and matching process and presents main policy considerations that arise from this approach related to unemployment benefit systems and employment protection. It reviews the implications of the labour-flow approach for dynamic properties of macroeconomic models and discusses policy implications for macroeconomic and labour-market policies. Finally, it presents new evidence on the effectiveness of policies to influence unemployment in- and outflows."

"The emergence of online digital labour platforms has been one of the major transformations in the world of work over the past decade.
This report provides one of the first comparative studies of working conditions on five major micro-task platforms that operate globally. It is based on an ILO survey covering 3,500 workers in 75 countries around the world and other qualitative surveys. The report analyses the working conditions on these micro-task platforms, including pay rates, work availability and intensity, social protection coverage and work–life balance.
The report recommends 18 principles for ensuring decent work on digital labour platforms."

"Technological change has brought about rapid changes in the world of work over the past decade. The World Bank's World Development Report 2019: The Changing Nature of Work is a welcome contribution as it discusses the transformations that are taking place and tries to advise governments on how best to adapt to them. The report also brings out the concern related to the growing risks associated with tax evasion by large corporations that control the market power and have an ever-greater share of economic activity. However, the report is flawed in many ways as it portrays these changes in the nature of work as essentially benign, requiring “adaptation” and skills acquisition by workers facilitated by the provision of skills and “universal” social coverage by governments, with the latter understood as a prelude to labour-market deregulation. Such a narrow perspective ignores the growing body of research that points to very serious risks and challenges faced by workers in ensuring decent working conditions due to technological changes. This article provides a critique of the World Bank report by focusing on five areas related to technology and the future of work that are fundamental for ensuring minimum standards for workers and to ensure social cohesion: inequality, jobs, labour regulations, trade unions and social protection."

"Digitalization is transforming societies and economies worldwide at an unprecedented scale and pace. In the wake of automation and digitalization, new forms of employment have been emerging in various occupations and sectors, such as the digital platform economy. The emergence of new forms of employment, such as work on digital platforms, requires that existing social protection systems adapt to the specific situation and needs of such workers, as to realize the human right to social security for all. Current social protection coverage for workers on digital crowdwork platforms reveals significant gaps in social security coverage. Where such coverage exists, it is often provided through the workers' previous or additional jobs, or indirectly through their spouses or other family members. This raises questions about digital platforms free riding on the traditional economy with regard to the financing of social security. How can social protection systems adapt to changing forms of work to ensure full and effective coverage for workers in all forms of employment, including those in “new” forms of employment? How can workers in all types of employment, including those on digital platforms, be protected in an adequate and comprehensive way, combining contributory and non‐contributory mechanisms and based on equitable and sustainable financing mechanisms, so as to ensure adequate social protection to all?"

"In introducing this double Special Issue, the authors draw on the articles contained therein to highlight the main areas for consideration in research on the future of work. They present the fast‐paced changes affecting the world of work as offering an opportunity to move towards equality‐inducing growth, while warning of the dangers posed by mismanaged technological change, inequalities (highlighting the persistent and intersectional nature of gender inequality), global supply chains and opportunities for social dialogue. In this light, they also propose policy recommendations focusing on strengthening worker protection and representative institutions, rethinking regulatory frameworks and taxation systems, and ensuring just transitions."
