Yet social policy cannot be considered in a vacuum and, for this reason, two important political events affecting the future of social Europe are also examined: the completion of the Maastricht agenda for full implementation of economic and monetary union (and its corollary “economic governance”); and the preparation of institutional reform in the run-up to EU enlargement.
