"A number of central and eastern European countries reformed their pension systems during the 1990s. In the preparation of these reforms, insufficient attention was given to the institutional and administrative aspects — and the related problem of contribution collection. This article presents a broad overview of what has actually been happening with contribution collection and contribution compliance in these countries. It also provides a brief description of administrative changes relevant for contribution collection."
