"The reflection concerns the welfare protection issue that is addressed to counteract poverty. In particular, the attention is focused on the guaranteed minimum income instrument, to his dissemination at European level, to the experiments undertaken by the Italian law and the most recent local experiences. The Author wonders about the law n. 33/2017 and the hypothesis of an «inclusion income» as an unique and uniform measure on national territory, but at least in the first phase, it should involve a limited number of beneficiaries if compared to the amount of people in situation of absolute poverty."
