"This paper sets out to provide an overview of European policies concerning validation of non-formal and informal learning, and to offer some reflections with regards to European governance modes in the field of educational and employment policies, and the consistency of policies for validating non-formal and informal learning with initiatives focused on occupational transitions. In view of an evaluation of the impact of the Council's Recommendation of December 2012 on the validation of informal and non-formal learning (as well as its possible review expected for 2019), the paper offers some preliminary elements for evaluating the relevance, the efficacy, and the consistency of European action in this field and speculates about the likely direction of future developments."
