"Workers' participation in Croatia is regulated by a labour law which has been in force since 1 January 1996. During discussions on the new law, trade unions presented different standpoints on the regulations from the angle of workers' participation. The notion and practice of self-management from the times of Yugoslav Socialism were attributed with negative ideological connotations. Thus the search for a legal definition of workers' participation occasionally led to political resistance and actions. The purpose of this review is not to analyse the activity of works councils in Croatia in the past three-year term. It is generally estimated that, as regards workers' participation, initial positive objectives have been realised and so it was logical that, as early as in September 1998, the UATUC initiated activities in preparation for the works councils elections in March 1999 for the new second term."
