"The Eurobarometer special surveys on undeclared work conducted in 2007, 2013 and 2019 provide a unique insight into the trends in the undeclared economy in the EU. Examining these surveys, this report evaluates the prevalence, characteristics, distribution and trends over time in (i) undeclared work, (ii) under-declared employment, and (ii) bogus self-employment in the EU-27 and provides an evidence-based evaluation of the trends in the effectiveness of different policy approaches."
