"Le dinamiche economico-sociali tra associazioni sindacali e datoriali hanno da sempre comportato un interesse statale, manifestatosi in forme sia dirette che indirette, sia formali che informali. L'analisi, condotta nell'articolo, attiene proprio agli aspetti più marcatamente sociali delle relazioni industriali, con l'obiettivo di evidenziare le connessioni che sussistono tra welfare contrattuale e agente pubblico, sia in termini di soggetto «incentivante», sia quale interlocutore principale di tali interventi. Per l'autrice questa riflessione costituisce un passaggio obbligato, in quanto l'entropia definitoria del fenomeno, e l'assenza di una nozione normativa sembrano determinare che un'eventuale perimetro dell'istituto passi necessariamente anche attraverso il concetto di Welfare State. Il metodo comparato, con la scelta dell'esperienza olandese, è un utile strumento metodologico nel dimostrare che l'azione statale sembra comportare un determinato modularsi delle relazioni industriali e della loro azione nel welfare sussidiario.

The economic and social dynamics between trade unions and employers' associations have always caused a state interest manifested in both direct and indirect forms, both formal and informal. The analysis, conducted in the article, concerns precisely the most markedly social aspects of industrial relations, with the aim of highlighting the connections that exist between company welfare and public agent, both in terms of «incentiving » subject, and as main interlocutor of such interventions. For the author, this consideration is an obligatory step, becouse the many explanations of the institute and the absence of a normative notion seem to determine that a possible perimeter of that necessarily passes also through the concept of Welfare State. The comparative method, with the choice of the Dutch model is a useful methodological tool in demonstrating that state action seems to involve a certain modulation of industrial relations, and of their action in the subsidiary welfare."
