Con il susseguirsi dei Trattati, si è assistito a un ampliamento delle competenze di politica sociale in capo all'Unione, così come a un loro progressivo rafforzamento, che non ha lasciato estranee le parti sociali europee. Questo percorso si arricchisce a seguito della dichiarazione di vincolatività della Carta di Nizza, ma viene inesorabilmente penalizzato dall'attuazione delle politiche di austerità finanziaria.

THE INSTITUTIONAL BASES OF SOCIAL EUROPE: FROM ROME TO LISBON
The essay traces the history of the institutional bases of the European Union social policy, with a concise reflection that emphasises the evolution of the primary sources and the way in which they have contributed to frame and articulate the European social dimension. With the successive Treaties, we have witnessed an increase in the social policy competences of the Union, as well as their progressive reinforcement, which has partially included also the European social partners. This process has been enriched by the declaration of binding effect of the Nice Charter, but it has been penalized by the austerity policies."
